Job Description

Scope of Work:

Reporting to the Deputy Director of Programs and dotted line to the Deputy Director of Operations, the Emergency Preparedness and Response Coordinator (EPRC) will be responsible for ensuring IRC has the operational and programmatic systems, processes, mechanisms, and capacity in place to effectively respond to emergencies. This is done by coordinating with staff across functional departments and offices to develop and maintain emergency preparedness and response plans, strengthening the capacity of staff on emergency preparedness, emergency response, and identifying opportunities to further integrate emergency and humanitarian programming within IRC’s program approach. While this position is not directly responsible for implementing emergency response activities, in the event of a major emergency, the EPRC may be deployed to start up and coordinate the early emergency response activities.  The position will be responsible for initiating emergency classifications, working with the sector coordinators and field leads on drafting emergency response strategies, working with the Regional Emergency Director to apply for crisis response funding. As IRC furthers its investment in tackling climate change, the EPRC will be the key focal point for the climate change work in Myanmar. S/He will liaise with IRC’s global climate change team and Regional Emergency Director to define with climate change priorities for the Country Progamme.

Emergency Preparedness Planning

  • Collaborate with functional departments to develop and maintain an emergency preparedness plan. Work together with Yangon and field-based staff to operationalize the emergency preparedness plan. On a quarterly basis, conduct and share a review of the country programme’s progress against identified preparedness priorities with the SMT and Regional Emergency Director Asia
  • In coordination with the DDP, ensure considerations for emergency preparedness are included in the new phase of IRC Myanmar’s Strategy Action Plan (SAP). Ensure hazard mapping is conducted as part of larger context analysis exercise of SAP.
  • Collaborate with the HR Coordinator to develop policies and procedures that enable rapid recruitment and deployment of critical staff during emergencies.
  • Collaborate with Supply Chain to establish appropriate logistics that correspond with the emergency preparedness and response priorities, such as maintaining minimum level of preposition stock, establish MPAs, warehouses and logistics in hard-to-reach areas, etc.
  • Collaborate with the Finance department to establish appropriate protocols to streamline our practices during emergency response activities.
  • Coordinate with field leads and sectors teams to closely monitor and stay up to date on context-specific factors informing and/or impacting IRC EPP e.g., early warning data, security and access issues.
  • Support the identification of local partners for IRC’s emergency preparedness and response work and collaborate with functional departments to develop the capacity of partners.
  • Ensure robust internal and sectoral preparedness capacity to support communities to respond to future shocks and to integrate preparedness, risk reduction and early action into all phases of the projects.

Emergency Response and Programming

  • Lead the development of emergency response plans with key staff including Yangon-based sector leads, field coordinators/directors and field-based program coordinators and sector leads. Participate in the development of budgets and proposals for emergency preparedness and response interventions, coordinating across functional departments on project design, technical written inputs, and costing.
  • Collaborate with MEAL and sector leads to develop a standardized multi-sector needs analysis tool. Develop a consistent process for field teams to conduct MSNAs during or following an emergency.
  • Strengthen the capacity of key country programme stakeholders, such as Field Leads, YNN and field-based program sector leads and field-based Program Coordinators to coordinate the overall emergency response implementation, ensuring it is in line with needs and IRC’s emergency response plans. Encourage a one-IRC response and integration of services when possible and as needed.
  • Support Yangon and field sector leads in the design and delivery of IRC emergency interventions.
  • In the event of a major emergency, the EPRC may be deployed to start up and coordinate the early emergency response activities.
  • Initiate emergency classifications with IRC's Emergency and Humanitarian Action Unit, cooperate with Grants to apply for crisis response funding, and participate in HQ and regional emergency response coordination meetings.
  • Act as a focal point for mid and endpoint call for CRF grants. EPRC will coordinate program and operation departments to maintain up to date information on program progress and to collect the relevant information to present in the mid and endpoint calls and for final reports.
  • Coordinate with functional department, including Finance, Supply Chain and HR teams, to activate emergency response processes such as emergency procurement protocol, emergency recruitment protocol, etc.
  • Ensure compliance with IRC policy, procedures and practices throughout preparedness and emergency response activities, including adherence to Do No Harm principles.

Coordination and Representation.

  • In collaboration with DDP, field coordinators/director, program sector leads and security focal points, closely monitor and communicate with key staff as needed on new or anticipated developments in conflict trends, population movements, security context, accessibility constraints, and natural or environmental phenomena.
  • Support DDP, field coordinators and sector leads to represent IRC at national and state level humanitarian coordination mechanisms and collaboration with international and national partners.

Documentation and Reporting

  • Contribute to the writing of situation reports, assessments and project reports.
  • Compile and disseminate data, reports, briefings, etc. (IRC’s or other agencies’) relevant to IRC preparedness and response activities promptly.
  • Contribute to the design and development of program briefing materials, and provide timely, quality inputs to information requests from IRC regional and HQ management and donors.

Staff development and Management

  • Supervise Field Program Coordinators in line with IRC’s people manager standards. This includes coaching, training, and mentoring direct-report staff, communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented annual performance reviews.
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices and support appropriate interventions in response to identified staff care needs.
  • Lead on the recruitment and management of new staff, consultants or other external support, in coordination with HR.

Climate Change

  • Work with the partnership team to establish partnerships with NGOs and institutions, on DRR, and climate resilience work and ensure collaboration for evidence generation and advocacy.
  • In line with the ambitions set out in the country program’s SAP, engage in climate change, DRR, and resilience building program development with support from the country programme’s Grants team and regional climate change specialist.
  • Act as IRC’s main focal point for internal and external engagement for climate change, DRR and resilience building related coordination within Myanmar and externally.
  • Collaborate with sector leads to integrate climate change and resilience building into implementation approaches.
  • Work closely with IRC regional climate change specialist and climate change global team to showcase IRC Myanmar climate change and resilience programming.
  • Support the go green initiative in IRC Myanmar including identification of go green initiatives, coordinating between the program and operations teams to provide accurate and timely data, disseminating the go green initiative findings with regional and the global teams, and sharing successes and challenges with the SMT.

Key Working Relationships

  • Position Reports to: Deputy Director- Programs and dotted line to Deputy Director-Operations. If deployed to respond to a major emergency, then the position may report to the relevant Field Lead.

Qualifications

What should you have?  

Education

  • University degree in a relevant discipline or commensurate years of experience.

Experiences

  • 5 - 6 years of experience with humanitarian emergency response planning, preparedness, response, and disaster risk management.
  • Experience in advising on climate change adaptation programming.

Competencies

  • Consistent track record of managing multi sector emergency response and recovery program.
  • Familiarity with donor rules regulations.
  • Self-motivated, proactive problem solving, strong communicator and interpersonal skills, and adaptive with the ability to work both independently and as part of a team.

Language

  • Extensive knowledge of Myanmar and fluency in English and Burmese
