Result of Service
The incumbent aims to facilitate smooth and efficient HR operations in response to emergencies, enhancing preparedness, resilience, and effectiveness in supporting humanitarian efforts in Gaza.

Duties and Responsibilities
1. In coordination with the HR Emergency coordinator, drafts the contingency plan for human resources operations and contributes to the implementation of the plan ensuring efficient delivery of HR operations during emergencies. 2. Contributes to human resources-related matters supporting the full HR cycle of surge recruitment in response to emergencies. 3. Develops standard operating procedures (SOPs) related to the HR functions for the Gaza Humanitarian Crisis Response team and supports in processes and transactions related to them, including appointments, documentation, onboarding, contract management, and payroll (as required). 4. In coordination with the Human Resources Operations team (Emergency Support), works with colleagues in HRD to move all surge-related documentation to a shared file structures with the appropriate security and store files accordingly, in order to set up a resilient data backup system for the protection of HR operational records, covering both physical hardcopies and digital softcopies, including personnel files to ensure data remains intact during the crisis. 5. In charge of addressing human resources-related matters in response to emergencies. 6. Performs other duties as may be assigned by the supervisor.
Qualifications/special skills
- Required academic qualifications: Advanced university degree (Master’s or equivalent) in Business Management, Human Resources Management, business or public administration, social sciences or related discipline, or any other relevant field. A recognized first-level degree with an additional two years of experience may be accepted in lieu of an advanced degree. - Nature and extent of required relevant experience: At least 5 years of relevant experience in human resources management, including data management, payroll administration, benefits administration, HR policy development, and crisis management in an HR department of a UN system agency, NGO, or international organization, is required. Previous experience in an emergency context is an asset.
Languages
Excellent command of spoken and written English.
