Duties and Responsibilities
Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia (ROWA) delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. Under the Enhanced Transparency Framework (ETF), Parties to the Paris Agreement are required to submit biennial transparency reports (BTR) every two years. The Government of Iraq is preparing its first BTR Iraq according to the modalities, procedures and guidelines (MPGs) for the ETF (annex to decision 18/CMA.1). The BTR includes information on national inventory reports (NIR), progress towards NDCs, policies and measures, climate change impacts and adaptation, levels of financial, technology development and transfer and capacity-building support, capacity-building needs and areas of improvement. The BTR Top-Up Focus for countries completing a national communication and a BUR extend the GHG inventory to cover additional years up to 2021 or 2022; expand reporting on mitigation actions to report NDC progress, expand existing adaptation reporting to address climate change adaptation as per Article 7 of the Paris Agreement, including reporting on loss and damage; and expand reporting on technology transfer and financial, technology, and capacity needs to address financial, technology, and capacity-building needs and support received as per Articles 9, 10, and 11 of the Paris Agreement. The objective of this consultancy is to perform data collection for the development of the NIR and NDC chapters and prepare the chapter on information on financial, technology development and transfer and capacity building support needed and received under Articles 9–11 of the Paris Agreement within the Iraq BTR. In collaboration with the Ministry of Environment of Iraq, its stakeholders, and UNEP ROWA, the International Consultant will collect and analyze relevant information and data to develop the chapter on information on financial, technology development and transfer and capacity building needed and received under Articles 9–11 of the Paris Agreement. All work produced by the International Consultant will be technically reviewed by the Lead Technical Consultant before final submission to UNEP. Duties and Responsibilities: Under the direct supervision of the Regional Coordinator for Climate Action at UNEP ROWA, the International Consultant will carry-out, inter alia, the following duties and responsibilities: 1.Data collection for NIR and NDC -Collect information on national circumstances and institutional arrangements related to the GHG inventory to be submitted as part of the BTR1. -Document and archive activity data, emission factors, conversion factors and all the steps used in the GHG inventory processes. -Collect information on national circumstances and institutional arrangements related to NDC tracking. 2.Preparation of the information on financial support needed and received for inclusion in BTR -Document national circumstances, institutional arrangements and country-driven strategies related to financial support needed and received. -Describe underlying assumptions, definitions and methodologies for reporting. -Collect and provide information on financial support needed and received as specified under Article 9 of the Paris Agreement in a common tabular format. -Provide updated information on constraints and gaps. 3.Preparation of the information on technology development and transfer support needed and received for inclusion in BTR -Document national circumstances, institutional arrangements and country-driven strategies related to technology development and transfer support needed and received. -Describe underlying assumptions, definitions, and methodologies for reporting. -Collect and provide information on technology development and transfer support needed and received as specified under Article 10 of the Paris Agreement in a common tabular format. -Provide updated information on constraints and gaps. 4.Preparation of the information on capacity-building support needed and received for inclusion in BTR -Document national circumstances, institutional arrangements and country-driven strategies related to capacity-building support needed and received. -Describe underlying assumptions, definitions, and methodologies for reporting. -Collect and provide information on capacity-building support needed and received as specified under Article 11 of the Paris Agreement in a common tabular format. -Provide updated information on constraints and gaps, and related financial, technical and capacity building. 5.Validation of chapter on information on financial, technology development and transfer and capacity building support needed and received for inclusion in BTR -Draft the chapter on Information on financial, technology development and transfer and capacity-building support needed and received under Articles 9–11 of the Paris Agreement, ensuring that reporting is gender-disaggregated wherever possible. -Circulate for peer review and comments; and prepare the final draft for inclusion in the BTR1. -Support in organization of workshop and meeting.
Qualifications/special skills
Postgraduate degree in environmental sciences, climate change, public policy or another relevant subject is required Minimum 5 years’ experience in climate change, environment, public policy, international development, or similar field is required. Understanding and knowledge of UNFCCC related processes, including institutional frameworks for multi-sectoral coordination in support of integrated approaches for development is desirable. Familiarity with the Iraqi and regional climate change context is desirable. Experience in reviewing national and sectoral policies and plans and data collection is desirable. Ability to conduct research and work independently is desirable.
Languages
Fluency in written and spoken English is required, proficiency in Arabic is required.
