The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

The Executive Office (EO) provides support to the CEB’s leadership and identifies strategic development and business transformation opportunities to broaden the CEB’s strategic perspectives and ensure a better delivery of its mandate. EO supports the Governor in his leadership role, coordinates with appointed officials, and explores opportunities for new developments and partnerships.

The Governor’s Office (EO-GV) supports the Governor in his/her leadership role, coordinates with appointed officials, and explores opportunities for new developments and partnerships for the CEB.  The Governor’s Office (EO – GV) coordinates the Governor’s internal and external initiatives and liaises with the Secretariat of the Partial Agreement of the Council of Europe and the Bank’s collegial organs to ensure that stakeholder expectations are met.

The Governor’s Office (EO-GV) is looking for an experienced Executive Assistant to provide executive and administrative support to the Director of the Executive Office, Chief of Staff. The incumbent will organise her work, enhance efficiency, facilitate information sharing, and assist the overall Directorate’s team in its daily work whilst also carrying out ad hoc assignments as and when required.


Academic qualifications:
A minimum of a completed secondary education certificate/diploma, preferably with a focus on office management, secretarial, and language studies.

Professional experience:
Proven successful experience as a personal or executive administrative assistant.
Solid experience in drafting, translating and proofreading e-mails, memos, correspondence and presentations for high level officials.
Proficiency in the use of standard office software (MS Office suite, Zoom, etc.).
Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and good knowledge of the other.
Knowledge of one or more other Member country language(s) is an asset.

Knowledge/Aptitudes:
Strong knowledge of administrative procedures.
Strong communication skills (phone, email, in-person) and good capacity to adapt communication and correspondence style according to protocol.
Excellent sense of diplomacy and relationship building skills.
Strong sense of discretion and confidentiality.
Flexibility along with good problem-solving skills to find appropriate solutions to unexpected changes.
Good organisational and coordination skills.
Ability to work in a fast-paced environment under tight deadlines.
