Role Overview: The Procurement Officer will be responsible for ensuring that the organization acquires goods and services at the best possible price, quality, and within the required timelines. This role is essential in supporting the organization’s various programs by managing supplier relationships, negotiating contracts, and ensuring compliance with procurement policies.

Key Responsibilities:

Procurement Planning:

•Develop and implement procurement plans in alignment with the organization’s needs and budget.
•Collaborate with program teams to forecast and plan for upcoming procurement requirements.

Supplier Management:

•Identify and evaluate potential suppliers based on quality, cost, and reliability.
•Maintain and update a list of approved suppliers and conduct regular performance reviews.

Sourcing and Negotiation:

•Obtain and review quotes from multiple suppliers to ensure competitive pricing.
•Negotiate contracts, terms, and conditions with suppliers to secure the best deals.
Purchase Order Management:
•Prepare and process purchase orders in accordance with organizational policies and procedures.
•Track and monitor the delivery of goods and services to ensure timely and accurate fulfillment.

Quality Assurance:

•Ensure that all procured goods and services meet the required quality standards and specifications.
•Address and resolve any issues related to defective or substandard goods.
Compliance and Documentation:
•Ensure compliance with organizational procurement policies and donor requirements.
•Maintain accurate and comprehensive procurement records, including contracts, purchase orders, and delivery receipts.

Cost Control and Budget Management:

•Monitor procurement expenditures to ensure alignment with budgetary constraints.
•Identify opportunities for cost savings and efficiency improvements.

Risk Management:

•Assess and mitigate risks associated with the procurement process, including supplier reliability and contract disputes.

Collaboration with Internal Teams:

•Work closely with finance, operations, and program teams to ensure alignment and support for procurement activities.
•Provide guidance and training to staff on procurement policies and procedures.

Other Duties:

•Undertake additional duties as directed by the Reporting Manager, ensuring alignment with the organizational objectives and vision, thereby contributing to the overall mission of the organization.

Qualifications:

•Bachelor's degree in Supply Chain Management, Business Administration, or a related field.
•Minimum of 3-5 years of experience in procurement, preferably within the NGO sector.
•Strong knowledge of procurement principles, practices, and regulations.
•Excellent negotiation and communication skills.
•Proficiency in procurement software and Microsoft Office Suite.
•Ability to manage multiple tasks and meet deadlines in a fast-paced environment.
•Strong analytical and problem-solving skills.
