Position description:

The Resource Mobilisation and Private Sector Partnerships Department supports Gavi by ensuring sustainable donor financing and resource innovation. This includes (i) securing donor pledges and deepening relationships with existing donors while helping to elevate Gavi and immunisation on global agendas, (ii) diversifying Gavi’s financing base to include new and emerging donors and the private sector (iii) bringing to bear the innovation and resources of the private sector through new and expanded partnerships, innovative financing, and other initiatives; and (iv) leading key fundraising and reporting exercises.

Building on successes of the previous strategic periods, Gavi’s 2021-2025 strategy supports the roll-out of the most comprehensive package of protection to the world’s poorest countries in the Alliance’s history and help foster long-term sustainability and vaccine supply security through its unique transition model and market shaping efforts. The RMPSP Department is currently at the heart of planning for Gavi’s replenishment for the next strategic period from 2026-2030 – which will kick off with the launch of our Investment Opportunity at a high-level event in Paris at the end of June.

Under the oversight of the Director, Development Finance in the Resource Mobilisation, Private Sector Partnerships & Innovative Finance (RMPSPIF) Directorate, the Senior Programme Assistant will combine providing assistant and secretarial support to the Director and the small Development Finance team with support on the development of the team’s policy and research development and interaction with stakeholders from within the Gavi secretariat and outside. The remit of the Development Finance team is to strengthen Gavi’s relationships with the multilateral development banks and other non-sovereign international financial institutions – in support of the goals of the Gavi’s long-term 5.1 and 6.0 strategy. In the past two years, the team has helped develop several billion dollars’ worth of development finance instruments – including the US$1bn African Vaccine Manufacturing Accelerator and the US$2.5bn Day Zero Financing Facility.


MAIN DUTIES/RESPONSIBILITIES

The Senior Programme Assistant will:

• Provide the Director of the Development Finance team and department staff (as appropriate), with program support in policy tracking and analysis, conducting research, tracking deliverables, and in the creation and editing of both internal and external presentations and written materials, including briefing notes for Director and Gavi leadership,

• Provide support in Development Finance policy matters and related political engagements and research, working closely with the Development Finance Policy Lead,

• Provide administrative and secretarial support to the Director and Development Finance team (including preparing letters, emails and reports and diary management),

• Support the team’s work on the operationalisation of the African Vaccine Manufacturing Accelerator and Day Zero Financing Facility (and other instruments in the pipeline), that includes, but is not limited to, the production of reports, briefings, talking points and research,

• Work independently and as part of a team on special non-recurring and on-going projects and policy tasks, which may include managing logistics, planning and coordinating events or presentations, meeting preparation and disseminating information,

• Anticipate and pro-actively plan for future team engagements and needs,

• Ensure the Director is prepared for major multilateral engagements including planning logistics, compiling briefings,

• Ensure proper maintenance and retrieval system of team records (paper and electronic),

• Screen and prioritise incoming communications and workflow,

• Help prepare travel and provide logistical support during travel of Director and team members,

• Build excellent, harmonious working relationships with colleagues and external contacts,

• Support external meetings and events as required,

• With direction from the Director, serve as the budget focal point where required; manage and prepare financial reports, department’s annual budget and necessary updates, as well as procurement-related contracts within Gavi’s SAP financial system,

• Help convene networks of assistants across Gavi Secretariat,

• Communicate with internal/external contacts including MDBs, DFIs and Alliance partners, on behalf of the development finance team and its director, including drafting and editing of standard and specific correspondence,

• Manage invitation process, including issuing and tracking invitations, responding to queries, and ensuring the smooth attendance of high-level delegates.

QUALIFICATIONS

ACADEMIC

• Completion of at least two years of university education in social sciences, international relations, political science or similar,

• Academic background in global health desirable.


WORK EXPERIENCE

• Approximately 3 years relevant work experience required (experience within a global public health environment an advantage),

• Experience in document production for high-level events within the area of health and development,

• Proven ability to quickly adapt to a complex administrative and organisational environment,

• Experience in the event industry an asset,

• Understanding of Gavi business model an asset,

• Understanding of the global health architecture an asset.


SKILLS/COMPETENCIES

• Tact, discretion, and high level of diplomacy,

• Excellent organisational and coordination skills, project management/coordination skills highly desirable,

• Excellent interpersonal skills, diplomatic abilities, and cultural sensitivity to engage stakeholders in countries and corporate representatives Gavi works with,

• Excellent English drafting and editing skills,

• Ability to prioritise, work under pressure and take initiative,

• Computer skills, including internet navigation and excellent control of Microsoft office applications and web applications,

• Demonstrated ability to work independently and in a team within a multi-cultural environment, and establish harmonious and effective working relationships both within and outside Gavi,

• Experience of electronic document management systems and records management, One Drive experience desirable,

• Flexibility to work outside normal business hours as needed during peak periods or during urgent situations and ability to travel punctually.
