The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

The Technical Assessment & Monitoring Directorate (TAM) supports the fulfilment of the CEB’s social development mandate by seeking to strengthen the quality, scale-up the benefits, mainstream climate change and environmental sustainability considerations, improve the management of relevant risks and enhance the reporting transparency as regards the Bank’s lending activities. TAM further seeks to enhance the quality and impacts of Bank-financed operations by advising beneficiaries on project preparation and implementation. It comprises the Technical Advisors Division, including the Environmental and Social Sustainability Unit, and the Procurement Division, dealing with both project-related procurement and corporate procurement.
TAM is looking for a Junior Analyst to contribute to the activities of the Technical Assessment & Monitoring Directorate in general and particularly, the Environmental and Social Sustainability (ESS) Unit.
The Junior Analyst will contribute to the quality of the projects proposed for financing by the CEB by supporting the development of policies, internal guidelines and procedures related to social safeguards as well as social benefits and impacts, contribute to the identification and management of social risks in project due diligence, and support the Bank in the implementation of its Strategic Framework 2023-2027, particularly on gender aspects and to its social cohesion mandate. S/he will report to the Head of the Environmental and Social Sustainability (ESS) Unit, under the general guidance of the Head of the Technical Advisor Division, located in the Technical Assessment and Monitoring Directorate.






Academic background:
An advanced university degree (MA or equivalent) preferably in social sciences, social studies, political sciences, gender studies, community development, planning, applied economics, law or related discipline. Complementary education and/or relevant experience on social aspects, migration and gender would be an asset.

Professional skills:
Minimum 2 years of professional experience in relevant sectors, acquired if possible in multilateral or national financial institutions.
Interest and preferably professional experience in identification, management and monitoring of social aspects, including risks and impacts in social infrastructure projects.
Preferably experience working on social and social and financial infrastructure operations in the public and private sector in Eastern and Central Europe.
Initial experience and significant interest in with the development and implementation of social strategies, policies, and procedures.
Initial experience in application of environmental and social safeguards of financial institutions and knowledge of international standards (i.e. those of international financial institutions) preferred.
Excellent analytical skills: demonstrates problem solving and judgement skills to find appropriate solutions within a short delay; is able to analyse and structure ideas, synthesis of information and documents.
Excellent drafting skills, including visual drafting (PowerPoint).
Excellent quantitative skills, including using modelling and scenario-building skills, previous experience working in a social data-driven environment preferred.
Excellent report writing skills, at par with standards in international organisations.
Strong analytical, reasoning, communication skills and ability to write in a well-structured, concise and persuasive manner on technical issues.
Ability to handle multiple, simultaneous and shifting demands and assignments, priorities and deadlines.
Strong client-orientation and a constructive, yet professional mindset.
Diplomatic attitude to ensure a solution-orientated dialogue around social safeguards.
Strong teamwork and interpersonal skills and commitment to work in a team-oriented and multi-cultural environment.
Ability to deliver high quality and timely outputs under tight deadlines and with a professional, positive attitude.
