ABOUT WFP

The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate.  We are saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.

WFP’s emergency response in Yemen is one of the agency’s largest anywhere in the world. As of Q3 2023, WFP delivered vital food assistance to 13.2 million people in need, provided nutrition support to 2.9 million children and women, and also contributed to education through its school feeding programme reaching 2 million schoolchildren.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 Yemen remains one of the most significant humanitarian crises in the world, with around 17.4 million people (IPC Phase 3 and above) in need of assistance as per the 2022 IPC result. Conflict and economic crisis remain the main drivers of acute food insecurity and malnutrition, further exacerbated by the instability of humanitarian assistance. The United Nations World Food Program and the Supreme Council for the Management and Coordination of Humanitarian Affairs and International Cooperation (SCMCHA) signed an agreement and Annexes related to the targeting, biometric registration, and assistance transfer management for the most vulnerable households in need for the Areas under Sana'a-based authorities. The agreement provides a framework for collaboration between the two parties to achieve efficient and effective food assistance programs through appropriate beneficiary selection and biometric registration to minimize inclusion and exclusion errors in the beneficiary lists and ensure the neediest are supported through regular monthly food assistance to prevent famine.

The incumbent will apply their knowledge, skills, business analysis tools, and techniques to ensure that country-level beneficiary targeting, identity/transfers management implementation needs, expectations are met, strategic planning requirements are fulfilled, and relevant business input is provided. This involves initiating, leading, and monitoring a portfolio at Area Office level implementation projects to implement the new processes and tools in the prioritized governates and districts.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Coordinate with the beneficiary identity Management stream, which includes the management of existing and newly targeted beneficiaries through the roll-out of the WFP corporate digital solutions.

2. Manage the North Yemen registration and targeting activity, plan the activity timeline with different (internal and external) stakeholders to ensure a smooth registration process.

3. Manage the registration centers throughout Yemen and insure its adherence to WFP policies and guidelines and its alignment with donors and audit requirements.

4. Ensure adherence to data protection protocols throughout the registration and targeting process, including the update and deletion of beneficiary data and the deduplication process in close coordination with key functional units at the Country Office and Area Offices level.

5. Coordinate the targeting and prioritization implementation in Yemen, including the establishment of beneficiary selection mechanisms.

6. Coordinate the data analysis/analytics of beneficiary data and beneficiary distribution reconciliation by a better understanding of the barriers and learning from best practices for stimulating demand and data use.

7. Coordinate the development of SOPs/documentation and material for the communication of beneficiary registration.

8. Conduct assessments to identify change requirements to be implemented in the WFP beneficiary and transfer management to ensure the functionalities meet the Country Office needs; prepare the capacity assessment and the roll-out plan, which includes implementation costs.

9. Generate ideas and requirements for enhancement of the WFP beneficiary and transfers management platform so that it evolves in keeping with changes and challenges of delivering the transfers in very diverse contexts in operational areas in the country.

10. Participate in cross-functional capacity-building initiatives aimed at making available solid beneficiaries and transfer expertise across the Country Office and Area Offices.

11. Manage a team of staff, providing coaching, training, and guidance to ensure appropriate development and enable high performance.

12. Partake and lead in the negotiations and discussions with the local authorities’ counterparts on the implementation of the beneficiary targeting and registration activities.

13. Coordinate and liaison with different internal functional units on the roll out of digital solutions in line with HQ and CO standards/regulations.

14. Coordinate between the different Targeting and Digital Solutions streams to ensure a proper flow of tasks between different streams to achieve the unit objective.

15. Coordinate with the Digital solutions stream on the roll out of different solutions and ensure they are in line with the CO needs and HQ regulations.

16. Perform other duties as assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Computer Science, engineering or otherrelevant field, or First University degree with additional years of related work experience or training/course.

Experience: For holders of an advanced degree, 5 years of relevant work experience, and 7 years for holders of first-level university degree of progressively responsible experience relevant experience. 

Language: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese is an added advantage.

TERMS AND CONDITIONS

  • The applicant shouldn't be a Yemeni national.
  • This position is required for a period of consecutive 11 months with a possibility of extension subject to the operational needs and availability of funding in Yemen Country Office.
  • Consultancy contracts will be subject to a mandatory break in service after a period of service of 11 continuous months.
