Background:

The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from arms control, counter-terrorism and border management projects to disaster risk reduction, good governance, trafficking in human beings and gender equality.

The purpose of the OSCE Border Management Staff College, hereinafter referred to as the OSCE BMSC, is to enhance the knowledge of present and prospective senior managers of the border security and management agencies of the OSCE participating States and Partners for Co-operation and to promote greater cooperation and exchange of information among them. It is designed to provide a single point of knowledge delivery, a research and development capacity, outreach activities as well as access to the latest thinking, methodologies, techniques and technology regarding border security and management, within the framework of the OSCE Border Security and Management Concept.


Tasks and Responsibilities:

Under the overall supervision of the Head of the Border Management Staff College, the successful candidate will be tasked with the following duties:

Co-ordinating Internal Communications of BMSC and OSCE by:

  • Drafting a communications plan for each activity to include press releases, news items, social media postings, intentions for participant interviews, guest articles from participants and associated photography;
  • Drafting a monthly newsletters for the BMSC to be approved by BMSC Head, with intended distribution to all OSCE elements and delegations;
  • Drafting social media postings to be approved by the BMSC Head;
  • Supporting the BMSC Head in representing the BMSC by assisting in the development of speeches and presentations at meetings, conferences, workshops, national and international seminars & sessions, and reporting on the same;
  • Maintaining a distribution list for all destinations for media releases. Updating and submitting to BMSC Head for approval monthly;
  • Ensuring that the BMSC website is up to date at all times (within 5 working days of change to be made);
  • Coordinating with Communications Assistants at PoiD and with the Communications offices at the OSCE Secretariat in order to remain timely and in line with OSCE requirements on various forms of media publication;

Co-ordinating External Communications by:

  • Distributing approved media releases, social media/digital media postings and other approved outlets per an approved distribution list;
  • Monitoring, evaluating, and reporting the effectiveness and influence of the BMSC’s social media communications tools for reaching ad engaging targeted audiences;
  • Interacting with BMSC Alumni;
  • Interacting with BMSC Instructors;


Supporting operational activities by:

  • Performing all necessary photographic activity related to the events and achievements of the BMSC;
  • Performing other duties as required by the Head, BMSC, specific to the project needs of the BMSC.

Please note that this post is part of an OSCE extra-budgetary project which currently has an end date of 31 December 2024. Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications:

  • Completed secondary education;
  • Specialized training in communications, public relations and/or administration;
  • Minimum four years of working experience in the field of communications, public relations and/or administration, part of which should preferably have been in an international environment; 
  • Demonstrated knowledge and skills of gathering, organizing, editing and disseminating information;
  • Experience in working and interacting with media and/or social media platforms, including online marketing skills;
  • Photography skills are desirable;
  • Analytical and quantitate skills, preferably related to budget matters. A self-starter who is able to multitask with a professional competence with minimal assistance and/or supervision to meet targeted deadlines;
  • Excellent written and spoken communication skills in English, Tajik and Russian languages;
  • Computer literate with practical experience using Microsoft applications.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity. 

 

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 892.75 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

 

Please be aware that the OSCE does not request payment at any stage of the application and review process.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The organisation shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
