Overview of position
  • The position is within the liquidation entity, in Bamako.

  • The Property Management Assistant reports to the Chief of Unit.

  • The Property Management Assistant at this level assists the Chief of Unit on management of all the property operations of the entity, including receiving & inspection, property control & inventory, property disposal.

  • The Property Management Assistant will efficiently & effectively assists the Chief of Unit in the management of property, receiving, controlling & the disposal of UN property in the entity.

Role objectives

Within limits of delegated authority, the Property Management Assistant will be responsible for the following duties:

  • Assists the supervisor with planning of the property management operations, monitor progress through statistical analysis of database records & monthly progress reports for the unit.

  • Implements ongoing operations of the unit, undertaking regular site visits in the entity's offices & carries out physical inspections & verification of UN property.

  • Liaises with the technical sections / units, procurement section & movement control section at the mission on matter related to inventory control, receiving & inspection, preparation of property for shipping / outbound operations, as well as disposal activities for UN property.

  • Implements plans for & supervises the proper disposal of hazardous waste, written off property & some commodities representing a risk to the environment, in order to avoid any pollution or contamination.

  • Responsible for the maintenance of accurate & auditable records, in both hard & electronic format, for accountability of UN property at mission in conformance with administrative instructions, OPPFB guidelines & mission property management SOP's.

  • Provides technical support in the utilization & enhancement, as required of the established business intelligence & management tools to monitor & evaluate the overall progresses of the mission's property management.

  • Processes all incoming & outgoing shipments through UMOJA & prepare reports for inbound & outbound operations.

  • Monitors the UMOJA inventory management database, ensuring anomalies are identified in discrepancy reports & addressed immediately.

  • Prepares periodic performance reports in line with the OPPFB quarterly reporting regime, reviews & ensures accuracy of data.

  • Prepares accurate & auditable statistical reports for management in the entity & office of program planning, finance & budget & the office of supply chain management & drafts correspondence, as required.

  • Provides support in compilation & drafting the SOP's & flow charts relating to all aspects of property management activities within the context of the overall mandate of the unit, including terms of reference & job descriptions for the staff in the unit.

  • Identifies issues & implements solutions to problematic areas related to property management.

  • Assists with the maintenance of the fixed assets register by recording information related to fixed assets, ensures accuracy & integrity of property records.

  • Ensures accurate tracking of existing fixed assets, implements & monitors the periodic physical verification process.

  • Assists with the preparation & verification of periodic IPSAS financial reports on PP&E & inventory (year end reports, monthly reports), ensures timely submission as per the OPPFB guidelines.

  • Performs other duties as required.

Project reporting

This role will report to the line manager.

Key competencies
  • A minimum of four years of experience in the field of property management, inventory control, logistics management or a related field is required.

  • A minimum of one year of experience in the use of an ERP for management of inventory (e.g. SAP) is desirable.

  • Experience providing services to or in a field operation of the UN common system or a comparable international organization is desirable.

  • Experience in supply chain management or logistics operations during liquidation of a large field operation is desirable.

  • Experience in business intelligence & data analytics / visualization is desirable.

  • Knowledge of the regulatory framework governing the disposal of property during liquidation of an operation. Analytical capacity & proven business process management & project development skills. Ability to apply analytical skills in a wide range of statistics on logistics & property management support operations & formulate proposals for corrective actions. Shows pride in work & in achievements. Demonstrates professional competence & mastery of subject matter. Is conscientious & efficient in meeting commitments, observing deadlines & achieving results.
