Background:

The OSCE Centre in Ashgabat (CiAsh) continues to promote regional economic connectivity and provide support to the Host Government’s efforts aimed at accelerating economic development and growth and achieving bigger integration into global economy and trade, including via attracting investments and creation of Free Economic Zones (FEZs). 
Taking this into account, the Centre will organize the seminar on “Best practices in creation and further development of FEZs” (Seminar) on 11-12 July 2024. The seminar will be organized in a blended format for the representatives of relevant government agencies as well as other national stakeholders (while the expert will join online).

Objective of Assignment: 

The international expert will facilitate the Seminar in a VTC format on 11-12 July 2024. The participants will join the Seminar from the premises of the CiAsh and/or premises of their institutions.

 

Duration of Assignment:

Start of contract: 7 July 2024
End of contract: 14 July 2024

 

Tasks and Responsibilities:
Under the overall supervision of the Economic and Environmental Officer, the successful candidate will be tasked with the following duties:

 

1. Develop the documents (agenda, power point presentations, case studies, etc.) for the Seminar. The material should contain specific relevant practical samples and lessons learnt from across the OSCE region. The topics should cover (but not be limited to): 

•    Global experience: benefits (and challenges), perspectives and concept of development of FEZs 
•    Types of FEZs (including cross-border, industrial, transport and logistic/port, tourist, agro-industrial and other zones)
•    Experience of the countries from the CIS and/or Central Asia region (including Azerbaijan, Kazakhstan, Uzbekistan) on creation and further development of FEZs – steps, relevant legislation, regulatory mechanisms

2. Facilitate the Seminar (in Russian or English) on 11-12 July 2024 including delivering the presentations and addressing feedbacks and questions from participants. 
3. Prepare a final report in English (min. 3 pages – in English) including the main issues discussed, main challenges, conclusions of the Seminar and the list of recommendations for effective next steps to be undertaken by the national stakeholders to develop the FEZs. 


Deliverables:


Training material prepared in coordination with the CiA and shared prior to the event 
The Course conducted as scheduled. All questions and comments from the participants addressed duly 
The Final report prepared by the expert and accepted by the CiAsh

 

Necessary Qualifications:

    University degree in the fields of Economics, Trade, Laws, International Relations or other relevant areas 


    •    Minimum 6 years of professional/working experience in the field of Special/Free Economic Zones
    •    Knowledge of relevant international standards and best practices
    •    Professional fluency in the Russian and/or English 
    •    Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet

    Remuneration Package:

    Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
