Mission and objectives

UNHCR Lebanon supports both Lebanese communities and refugees. UNHCR coordinates the protection response for all refugees in Lebanon with the Government, UN agencies, and local and international partners, including registration; protection/border monitoring and advocacy; legal aid; civil documentation; psychosocial support; child protection; prevention and response to gender-based violence; and resettlement to third countries.

Context

Through the Lebanon Response Plan, UNHCR and partners respond to the ongoing impact of the Syria crisis on Lebanon, including ensuring protection, providing immediate assistance to people with specific needs, delivering emergency humanitarian assistance and reinforcing Lebanon’s economic, social and environmental stability. The Government of Lebanon estimates that it hoses 1.5 million Syrian refugees and 13,715 refugees of other nationalities. At the same time, Lebanon is facing its worst economic crisis in decades. Refugees in Lebanon are struggling to survive, with 9 out of 10 households living in extreme poverty. The deepening political and economic crises in Lebanon have had a significant socio-economic impact on all populations, with increasing protection risks and vulnerabilities among refugees. Alongside narrowing protection space and rising anti-refugee sentiment, the level of resilience of refugee families is eroding, with reports of families increasingly resorting to negative mechanisms, at risk of exploitation and other protection vulnerabilities.

Task description

Within the delegated authority and under the supervision of Protection Officer or his/her designated mandated representative(s), the UN Volunteer Associate Protection Officer will: • Support UNHCR protection monitoring activities in Lebanon that seek to engage refugee population in generating information concerning their situation, analysis of trends in protection environment and assessment of protection gaps, with a view to support evidence-based advocacy and programming of UNHCR, LRP partners and broader humanitarian community in the country. • Process and analyze information generated through protection monitoring and systematically present its findings to internal and external stakeholders to help better design programmatic interventions, target protection advocacy and communicate information about protection situation in Lebanon to relevant authorities, partners, donors, and other humanitarian actors. • Identify regional dimensions of protection and assistance issues by looking at regional trends, hence supporting the planning and resource allocation phases of humanitarian programming cycle. • Design, revise/update and oversee the implementation of standard operating procedures and other guidance documents on protection monitoring and analysis for UNHCR and partner staff. • Support the drafting of various protection monitoring and thematic reports, also if required provide input to policies, strategies, action plans, operational blueprints and other types of documents produced by UNHCR Lebanon. • Provide advice to Protection Officer with regards to protection monitoring and analysis and relevant substantive matters. • Contribute to the Protection team's general information management component which: provide disaggregated data on populations of concern and their problems; research, collect and disseminate relevant protection information and good practices, to enhance protection delivery and provide technical advice if necessary.
