Duration of the contract: 1 year initially

Supervisor: Programme Lead, Tribal Development

Remuneration: INR 49,723/- Per month

II. Organizational Context:

Background of the Project:

Tribal Welfare Department, Government of Tripura is the nodal department for overall policy, planning and coordination of programmes for development of Scheduled Tribes (STs). The department has accorded high priority and adopted
multifaceted development strategies to promote socio-economic growth of the STs. Specific interventions are being implemented including implementation of protective legislations such as the Scheduled Tribes and Other Traditional
Forest Dwellers (Recognition of Forest Rights) Act, 2006, the Scheduled Castes and Tribes (Prevention of Atrocities) Act, Panchayats (Extension to Scheduled Areas) Act. The programmes and schemes for tribal people are intended to support and supplement the efforts, primarily of other state departments to fill critical gaps within institutions and programmes, considering the situation of STs. These schemes comprising of economic, educational, and social development through institutional building, are administered by the line departments. Not with standing numerous developmental interventions,
the STs continue to face developmental deficits with respect to health, education, livelihood, development infrastructure as well as other socio-economic indices, many of which are well below the national average.

Tribal Welfare Department, Government of Tripura is committed to providing equitable access to opportunity for the tribal communities, through participatory approach and adoption of innovative methods including e-governance and increasing use of technology to provide strategic inputs into the development process. To accelerate the implementation of the
development agenda for the tribal communities and strengthen the institutional delivery systems at the State and district level, it is important to strengthen the capacity and effectiveness of the officials and stakeholders to deliver on the issues related to tribal empowerment and create robust systems for monitoring and implementation of the SC & ST schemes of the Central and State government.

The Department is working in collaboration with UNDP to fast-track development in difficult geographies inhabited by tribal populations, enhancing capacities of government functionaries and expanding opportunities for better livelihoods,
health and education to vulnerable tribal communities.

III. Job Purpose and Scope of work:

A. Main Purpose:

UNDP proposes to engage a Project Assistant – TRI, Research and Documentation to support the PMU at Tribal Welfare Department, Government of Tripura in the research, documentation and in coordinating consultations, developing digital
tools, and ensuring effective operation of scheme for the State Tribal Research Institute (TRI).

The Project Assistant – TRI, Research and Documentation will be part of the Project Management Unit and s/he will work under the overall guidance and supervision of Programme Lead, Tribal Development, UNDP and project team members and day to day supervision on the implementation issues with the Government of Tripura. S/He will ensure the engagement of all direct stakeholders and delivery of project objectives, in coordination with the Government of Tripura.

B. Duties and Responsibilities:

• Provide support in coordination and establishing effective consultations with the State Governments for achieving the objectives of the scheme “Support to Tribal Research Institute (TRIs)” as well as supporting organizing cross
learning events, knowledge dissemination, capacity building workshops etc.

• Assist in developing digital tools and mechanisms to capture and disseminate results/findings from research/studies
being undertaken by TRIs.

• Provide support for coordination and facilitation in organizing Appraisal Committee meetings including review of proposals from States and other organizations / Centre for Excellences (CoEs).

• Assist in reviewing and analysis of documents / data sets based on need in connection with effective operation of the schemes and discharge of assigned responsibilities of the concerned Programme Division.

• Provide support in identifying and facilitating documentation of human impact stories, good case studies, project success and challenges and innovative models.

• Provide support in monitoring and evaluating the impact of communication materials and events/campaigns to target audiences.

• Closely work with the graphic designer / visual content creator to create communication products like notices, posters, advertisements, social media content, newsletters, press releases, brochures, reports, proposals etc.

• Contribute and coordinate in development of any other communication materials like films, scripts, illustrations with external communication vendor.

• Ensure that project contributes to the promotion of gender equality by reaching, involving and benefiting both women and men in its activities (gender mainstreaming).

• The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

IV. Institutional Arrangement – Reporting Structure:

The Project Assistant- TRI Research and Documentation will directly report to the Project Associate- PMU Coordination and Planning (NPSA) and will work under the overall supervision of the Programme Lead, Tribal Development UNDP.

V. Qualifications and Competencies:

Min. academic education:

• Secondary education is required.
Or
• A first level university degree (bachelor’s degree) in social science, social work, Rural development, Tribal or Ethnic Studies, Sociology, Economics,
anthropology or related field will be given due consideration.

Min. years of relevant work experience:

• Minimum 3 years (with Bachelor's degree) or 6 years (with Secondary
education) of work experience in rural and tribal development sector or
relevant related field is required.

Required skills:

• Prior experience in research and analysis of Policy and programmes related to
Tribal development.
• Working experience in Government or relevant multilateral institutions.
• Prior experience in research and documentation and preparation of reports.
• Knowledge of MIS and data analysis.
• Proven Research and writing skills.
• Knowledge of and experience in gender mainstreaming is an asset.
• Brings visibility and sensitizes decision makers to relevant emerging issues.
• Willingness to travel when required.
• Residents of Tripura will have an added advantage.

Required Language(s):

• Excellent knowledge of written and spoken English and Hindi is essential.
• ?A good working knowledge of local language of the duty station will be
needed.

Competencies:

• Data analysis: Ability to extract, analyze and visualize data (including Real-Time Data) to form meaningful insights and aid effective decision making
• Data strategy and management: Knowledge to draft or execute a data
strategy or a data management framework
• Digital strategy: Ability to plan the use of resources through digital channels to reach and engage target audiences effectively and to achieve particular objectives
• Multimedia production: Ability to create and combine images, text and
audiovisuals to produce multimedia content
