Background:
The OSCE Mission in Kosovo (the Mission) is implementing a comprehensive project on “Advancement of strategic and operational capacities and human rights compliance within security sector institutions”. This project mainly targets the Ministry of Internal Affairs (MoIA) and Kosovo law enforcement institutions, including the Kosovo Police (KP), Kosovo Police Inspectorate (PIK), Kosovo Correctional Service (KCS), Kosovo Probation Service (KPS), and Kosovo Forensic Agency (KAF). Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, and workshops and support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as develop and review sub-legal framework.
The project overall objective is to support the security sector institutions to advance their strategic and operational capacities, and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives:
- Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, re-integration and rehabilitation;
- Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime;
- Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address VERLT.
At the request of the PIK, the Mission will organize a five-day training on assessment of compliance risks in the police work, identification of inspection areas, and preparation of inspection plans for ten PIK staff.
The Mission will hire an international consultant with extensive experience in assessment of compliance risks in the police work, in order to ensure that the beneficiary will learn the main concepts and the best practices in the area from an active practitioner in the field.
The expert’s expertise and experience lie in the area of risk compliance. Through specialized training, the expert will provide PIK participants with advanced knowledge necessary on the importance of compliance and ethics in police work, maintaining public trust and methods for identifying compliance risks in daily police operations.
Furthermore, the engaged consultant will enhance the skills of the participants to develop a risk assessment framework for different scenarios and identifying potential compliance risks related to use of force incidents.
Objective of Assignment:
Train ten participants from PIK in enhancing their skills in police oversight by using the best practices in inspection of police performance.
Duration of Assignment:
The Consultant will be hired for 8 working days.
Tasks and Responsibilities:
- Conducting pre-training evaluation in order to understand the prior knowledge of the PIK officers of the topics covered in the training, in order to adjust a course flow that would be appropriate for their level.
- Developing the training methodology, agenda and materials in consultation with the activity manager and deliver the agenda, presentation slides and case studies prior to the training.
- Deliver a five-day “Training for PIK on assessment of compliance risks in the police work” for 20 participants from PIK and other public safety institutions
- Conducting post-training evaluation in order to determine whether the training was beneficial to the participants.
- Producing final consultancy report with recommendations for further action by the OSCE Mission in Kosovo.
Deliverables:
- By 04 November 2024, submit the draft presentation, agenda and corresponding materials to the project/activity manager for review and potential amendment;
Performance Indicator: Timely submission of the draft presentation, agenda and corresponding materials to the activity manager for review and comments. - By 18 November 2024, incorporate project/activity manager’s comments in training agenda and material and submit the final version to project/activity manager for approval;
Performance Indicator: Timely submission of the final presentation, agenda and corresponding materials to the activity manager for review and comments. - From 18-22 November 2024, conduct a five-day training for 10 participants from PIK;
Performance indicator: The training for 20 participants delivered as scheduled, in the requested format and meeting the activity manager’s requirements. - Conduct and deliver the result of the final evaluation of the participants by the end of the activity
Performance Indicator: The final evaluation conducted and results delivered to the activity manager at the end of the training. - By 29 November 2024 deliver a final consultancy report, including the results of pre-post evaluation, to the PDMS Project Manager summarizing the observations during the training and providing recommendation on further activities.
Performance Indicator: Qualitative and timely submission of the final consultancy report to the activity manager.
Necessary Qualifications:
- A bachelor degree in Criminal Justice, Criminology, Law, Intelligence Studies, Political or Social Sciences or other similar vocational qualifications relevant to the topic or graduation from a recognised police academy or police college;
- Minimum of ten years of relevant professional experience in the area of internal affairs;
- Proven experience in delivering specialized training courses to law enforcement agencies and public institutions;
- Cultural sensitivity and sound professional judgment;
- Previous experience of working in a capacity-building role;
- Excellent spoken and written English language is essential;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender, cultural sensitivity, and judgment
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, tasks, and deliverables for this position and in accordance with the OSCE established rates.
