Overview of position

In 2021 an L3 emergency was announced in Afghanistan following change in power in the country. UNICEF programmer worked with partners to provide essential services for children and women in need across the country. Services are provided through facilities and mobile teams for remote, hard to reach and in need areas. Monitoring and technical support are key functions to verify programmers implementation and improve quality of service in all provinces of the country, as well as at the regional and national levels. To carry out the above-mentioned functions, UNICEF has several construction activities in various locations in Afghanistan. UNICEF appoints construction contractors, based on the requirements.

Role objectives

Job Description and Key Results Expected:
Summary of Key Functions:

• Ensure quality of construction work.

• Timely reporting of progress of works and Contractor’s performance.

• Report to UNICEF construction unit on quality of work, project timeline, and certification of site measurement of the completed works for the invoices.

The Key duties and responsibilities of the Engineering Extender include:

• Inspect and recommend the quality of the construction materials against the project specification.

• Ensure that the contractor do the construction according to the specification and acceptable construction standards.

• Follow and implementation of quality assurance and quality control plan.

• Coordinate with the relevant parities and make sure all the variations and change orders are reported and recorded.

• Monitor progress of construction works against the approved work program, and report to UNICEF on timely basis.

• Provide updates/ highlights on progress of civil works activities on daily and weekly basis.

• Ensure adequate and timely supply of best quality materials by contractor to minimize unnecessary delays or interruptions of the construction work plan.

• Periodically measure the construction works and report in site workbook.

• Measure and certify the quantity of the actual work done for each invoice of the contractors to make payment.

• Document and share key lessons and recommendations based on performance of specific contractors to help improve the quality of other construction projects.

• Prepare designs, drawings, and BOQs for any additional works identified during implementation of specific civil works.

• Carry joint inspection of the construction works with counterparts.

• Perform any other duties as may be requested by UNICEF.

Deliverables:

The following are the key deliverables expected during and towards the end of the assignment:

• Daily, weekly, and monthly reports of project progress

• Monthly work plan schedules and reports on monthly quality assurance and quality contract activity

• Coordinate with the contractor and submit the actual work measurement to UNICEF for the verification based on the milestone of the agreement.

Further information

Qualifications or specialized knowledge/experience required for the assignment:

·University degree in Civil Engineering from a well-recognized university.

·Five years’ experience in building construction and project supervision, preferably in civil work, vertical structures and RCC designs.

·Familiarity with procurement and tendering procedures will be an asset.

·Fluent Pashto, Dari and English.

·Good Computer skills in Ms Office, Ms Project, and Auto Cad

·Very good Report writing skills in English & local languages.
