Overview & Responsibilities

The International Development Law Organization (IDLO) is assisting the Philippine Anti-Money Laundering Council Secretariat (AMLCS) in developing a comprehensive and sustainable capacity development roadmap that is aligned with the National Anti-Money Laundering, Counter-Terrorism Financing, and Counter-Proliferation Financing Strategy 2023-2027 (NACS 2023-2027).

This initiative is essential to formulating and implementing a cohesive learning intervention strategy for AMLCS’ personnel, relevant government agencies, and its stakeholders to fortify the Philippines’ defenses against financial crimes, including money laundering, terrorism financing, and proliferation financing.

Job Requirements

Under the supervision of the Field Program Manager, and in coordination with the Field Program Coordinator, the consultant will collect and review relevant documents and data, facilitate a capacity development workshop, analyze data gathered, summarize findings, facilitate validation meetings, and prepare a capacity development roadmap.

Education and Work Experience

  • Master’s Degree in Human Resources, Organizational Psychology, Education or any related field;
  • Experience in conducting institutional learning needs assessments and/or preparing learning & development roadmaps for government agencies; and
  • Experience working with the Anti-Money Laundering Council would be an advantage.

Languages

  • Fluency in written and spoken English is required

Specific Technical & Behavioral Competencies

  • Excellent written and verbal communication skills;
  • Proficiency in Microsoft Word, Excel and PowerPoint;
  • Excellent interpersonal skills;
  • Proven ability to see through set tasks and deliver results on time;
  • Ability to work under pressure with tight deadlines and flexibility;
  • Ability to take guidance, incorporate feedback, and consider various perspectives; and
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

 

Terms & Conditions

The engagement will be a deliverables-based contract. The contract value will be between PHP 200,000.00 to 300,000.00 based on experience level and other factors.
