Org. Setting and Reporting
This position is located in the Statistical Division of the United Nations Economic Commission for Europe (UNECE), based in Geneva, Switzerland. The incumbent is under the direct supervision of the D1, Chief of Service, and the general supervision of Under-Secretary-General of ECE.
Responsibilities
Within delegated authority, the Senior Statistician will be responsible for the following duties: • Plans and directs the Environment and Multi-domain Statistics section’s work programme on methodological work, providing both technical and managerial supervision of all activities. The work areas cover sustainable development, climate change, environment, circular economy, hazardous events and disasters, and institutional and legal issues of national statistical systems. • Acts as the Secretary of the Conference of European Statisticians. • Initiates, plans and directs preparation of publications, manuals and web sites in the specific area of the section. • Plans and directs technical advisory activities for national capacity building through missions, consultations and training workshops. • Supervises and undertakes the development of new or improved statistical methods in the areas under the Section’s responsibility. • Prepares progress reports and other technical documentation regarding the work programme for presentation to relevant councils, commissions, technical meetings and expert groups. • Maintains close liaison and co-operation within the field of responsibility throughout the organization and with other relevant national and international institutions to ensure full co-ordination and to avoid duplication of efforts. • Represents the organization at international and regional meetings and inter-agency activities. • Advises senior management on trends and developments in the relevant field, and recommends appropriate courses of action. • Plans, organizes and manages staff; plans and discusses individual work programmes with staff and evaluates their performance. • Leads team members efforts to collect and analyze data and information, and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Performs other related duties, as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in statistics, mathematics, economics, sociology or related field is required. A first-level university degree in the specified fields of study with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of ten years of progressively responsible experience level in the collection, compilation, analysis and dissemination of statistical data or related area is required. A minimum of five years of progressively responsible experience in managing and leading a statistical team is required. Substantive experience with modern and relevant statistical platforms, standards, classifications and methods is required. Experience in managing and supporting inter-governmental processes and statistical coordination is desirable. Experience in developing and implementing technologies and methodologies for official statistics is desirable. Experience in implementing statistical capacity building projects is desirable.
Languages
English and French are the working languages of the United Nations Secretariat and Russian is a working language of ECE. For the position advertised, fluency in English is required and knowledge of Russian is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
