CONTEXT
The Libya INGO Forum (LIF) is an independent network of over 30 international non-governmental organizations (INGOs) implementing humanitarian, development, and peacebuilding programs to respond to the needs of the most vulnerable population living in Libya. LIF provides a platform to facilitate the work of its members and support them to address key issues of common interest efficiently and effectively. While LIF is hosted by IRC, it maintains some degree of independence allowing it to effectively represent the perspective of all its members equally.
Purpose of the INGO operating guide
The operating guide to be reviewed serves as a comprehensive tool for directors overseeing finance, administration, and HR within International Non-Governmental Organizations (INGOs) operating in Libya. The primary objective is to provide essential guidance, administrative prerequisites, and procedures, along with best practices across various areas such as human resources management, finance, social security, taxes, etc. This guide is designed to assist INGOs in complying with relevant laws and regulations while fostering transparency and accountability.
The Libya INGO Forum (LIF) seeks a qualified consultant to contribute to the enhancement of its INGO operating guide through a comprehensive review and update of the Human Resource (HR)chapter. The revised chapter will serve as a valuable resource for HR professionals, providing clear guidance on navigating complex legal frameworks and optimizing operational efficiency.
The consultancy is anticipated to span a period of 30 working days.
Scope of work
The Libya INGO Forum (LIF) is committed to supporting International Non-Governmental Organizations (INGOs) in establishing efficient and compliant operations within the Libyan legal framework while adhering to established INGO best practices. To this end, LIF seeks a consultant to undertake a comprehensive review and consolidation of the existing HR chapter within its operating guide. The updated chapter will provide INGOs with clear and accurate guidance on a range of HR functions, including employment contracts, compensation and benefits, leave entitlements, termination procedures, payroll administration, work permits, tax compliance, and social security obligations.
The specific objectives of the consultancy are as follows:
- Assessment: The consultant will conduct a comprehensive overview, evaluation and consolidation of the Human Resources (HR) guide providing recommendations to LIF.
- Data Compilation and Analysis: The consultant will conduct in-depth research on HR practices, policies, and legal frameworks applicable to INGOs in Libya and Tunisia. This information will be synthesized and incorporated into the HR guide to ensure its alignment with current regulatory requirements and industry standards.
- Legal Compliance: The consultant will provide comprehensive analysis of the most current laws, regulations, and amendments pertaining to human resources. The consultant will provide comprehensive analysis of the most current laws, regulations and amendments relevant to HR.
- Draft Presentation and Feedback: The consultant will present the revised HR guide to members for review. Their feedback and recommendations will be incorporated into the final version of the guide.
Deliverables
All deliverables must be developed in close collaboration with LIF Senior Administrative and Information Management Officer, Finance/Administrative/HR Co-Chairs of the HR working group, Director and Advocacy and Access Advisor.
All materials must be produced in English. The tasks encompass:
- Conducting a comprehensive review of the existing Human Resources guide. Identifying areas of improvement and providing actionable recommendations.
- Develop a revised Human Resources Guide that aligns with current best practices and organizational objectives.
- Facilitate a review process with members of the Human Resources Working Group to incorporate their valuable input to the final guide iteration.
- Compile a comprehensive repository of relevant legal and regulatory documentation, including laws, decrees, regulations, amendments, integrate hyperlinks to online resources for easy reference.
Minimum Qualifications:
Requirements:
- Experience: Proven experience in providing consultancy services to INGOs, with particular focus on development and implementation of human resource policies and practices. for international NGOs.
- Knowledge: Good understanding of Libyan and Tunisian humanitarian and development context, as well as awareness and knowledge of Labor Law and regulations specific to these countries.
- Skills: Ability to write Standard Operating Procedures (SOPs) /manuals and guidelines related to Human resources requirement and compliance.
- Collaboration: ability to collaborate closely with LIF Senior Administrative and Information Management Officer, Finance/Administrative/HR Co-Chairs of the HR working group; Director and Advocacy and Access Advisor. Values: Commitment to humanitarian principles and dedication to supporting the most vulnerable population living in Libya.
Other Qualities
- Experience within an INGO strongly preferred. Equivalent experience, including the UN, donors, national governments, and others could be considered.
- Experience working in the Libyan and Tunisian context is required.
- Familiarity with humanitarian principles and response architecture (such as UN-led coordination mechanisms).
- Ability to work under pressure, independently and with limited supervision.

Criteria:
Applicants will be evaluated against the following criteria:
- Professional competencies, expertise and qualification for the tasks described above (technical proposal including timeline per phase) (40%),
- Previous experience (30%),
- Technical quality of submitted work samples (10%),
- Financial offer (20%).
Application without financial offer will not be considered.
Confidentiality and ownership of the final Deliverable:
Confidentiality: All information related to the consultancy remains the property of Libya INGO Forum (LIF). The consultant must not disclose it to the public or use it without written permission from LIF.
Ownership: LIF has exclusive rights over the final output, including report or annexes resulting from the assignment.
Legal Claim: The consultant has no legal claim to the outputs once payment has been made.
