Context
Elucid is a social enterprise committed to improving the quality and access to healthcare for
farmers in global supply chains. Elucid collaborates primarily with offtakers in supply chains
and works closely with Ghana Health Service, the National Health Insurance Administration,
and academic partners such as Kwame Nkrumah University of Science and Technology,
Charité - Universitätsmedizin Berlin, and the Heidelberg Institute of Global Health. We are
currently implementing a Gavi-funded program to improve vaccination coverage and
healthcare access for cocoa farming communities in Ghana's Eastern, Ahafo, and Bono
regions. The program will serve over 40,000 children and 250,000 indirect beneficiaries.

Overview
This senior role involves leading a multidisciplinary team to execute vaccination activities,
quality improvement initiatives, and research collaborations. The Medical Program Manager
will:
● Oversee health interventions to identify zero-dose and under-vaccinated children,
increase vaccine coverage, and support malaria and HPV vaccine roll-outs.
● Lead quality improvement activities at partner healthcare providers in alignment with
national guidelines.
● Act as the main contact for research partners conducting implementation research.

Key Responsibilities
1. Leadership and Team Management:
● Lead a team of healthcare professionals and outreach staff.
● Provide strategic direction and mentorship.
● Coordinate with the Ministry of Health, National Health Insurance Administration,
local government entities, and community organizations.
2. Vaccination Activities:

● Plan and implement activities to identify and reduce zero-dose and under-vaccinated
children.
● Support vaccination campaigns (focused on malaria and HPV vaccines).
3. Quality-of-Care Improvement:
● Lead quality assessment and improvement using methodologies like 5S/Kaizen.
● Oversee infrastructure and equipment investments to enhance healthcare delivery.
● Implement training programs for healthcare workers.
● Establish mobile clinic operations in remote communities.
4. Research and Collaboration:
● Collaborate with research partners to support and oversee research activities.
● Disseminate findings to inform policy and practice.
5. Stakeholder Engagement:
● Build and maintain relationships with government agencies, funding partners, and
community leaders.
● Represent the project in meetings and forums.
6. Project Management:
● Develop and monitor work plans, ensuring timely delivery of project activities.
● Manage project budgets and resources efficiently.
● Ensure compliance with donor requirements, reporting timelines, and quality
standards.

Qualifications
Education:
● Advanced degree in Medicine, Public Health, or a related field. A Master’s degree in
Public Health or Health Administration is preferred.
Experience:
● 5+ years of experience in healthcare project management, with a focus on
vaccination programs and quality improvement initiatives.
● Proven track record of managing multidisciplinary teams and complex projects in
resource-limited settings.
● Experience working with international organizations, government agencies, and
community-based programs.
● Deep understanding of Ghana’s healthcare system, including the NHIS and
immunization programs.
Skills:

● Strong leadership and team management skills.
● Excellent project planning, budgeting, and resource management capabilities.
● Exceptional interpersonal and communication skills, with the ability to engage
effectively with diverse stakeholders.
● Proficiency in data analysis and monitoring and evaluation methodologies.

Language Requirements
● Fluency in English required
● Knowledge of local languages (Twi, Fante, or other relevant local languages) highly
advantageous
