Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) in Timor-Leste aims to assist the Government of Timor-Leste to develop policies, programmes and projects to achieve food security, reduce hunger and malnutrition, help develop the agricultural, fisheries and forestry sectors, and use environmental and natural resources in a sustainable manner.
FAO Timor-Leste (FATIM) is currently implementing a number of projects related to food security, climate resilience, and natural resources management. In addition, FATIM is supporting the Government in formulating interventions as part of an integrated programme on enhancing resilience, water, and food security through integrated landscape management and climate resilient agriculture and agroforestry which is expected to have a number of projects such as; “Enhancing Climate Adaptation of Timor Leste’s Rural Communities”; “Local Investment and Action for Climate Resilient, Water Secure and Healthy Farming Communities”; ”Building Coastal Community Resilience and Better Livelihoods through Mangrove Conservation and Restoration”; “Upgrading Smallholder Agroforestry Value Chains for Resilient and Inclusive Agrifood Systems”; “Nature Based Solutions, Coffee Agroforestry, and Livestock”; “Strengthening Capacity for Enhanced Transparency in Implementation and Monitoring of Timor-Leste’s NDC”; “South to South Cooperation Iniatives on Mechanisation and Integrated Pest Management”, “Community Resilient Rice and Diversification Project”, among others.
FATIM is seeking to recruit a Programme Development Support Specialist who will help proper coordination of ongoing initiatives and interventions, including consolidated reporting of country-level intervention in relation to the United Nations Sustainable Development Country Framework (UNSDCF) and Country Programming Framework (CPF) including the development of the new CPF (2025 – 2029).
Reporting Lines
The incumbent will perform his/her duties under the overall supervision of the FAO Representative in Indonesia and Timor-Leste and direct supervision of the Assistant FAO Representative for Programme (AFAOR-P). The incumbent will help to assess the current discussions, intermediate and future priority areas of the country, and identify critical niches for FAO contribution.
Technical Focus
The Programme Development Support Specialist will focus on enhancing coordination of ongoing CO programs and projects, including consolidated progress reporting in relation to the CPF and the UNSDCF, support the development of the new CPF (2025 – 2029) and support to building the CO portfolio.
Tasks and responsibilities
Specifically, the incumbent will perform the following tasks\:
• Provide technical support to different project teams on M&E initiatives including data collection and analysis to enhance the existing FATIM portfolio;
• Support development or adoption of M&E framework and reporting templates in collaboration with project leads, and facilitate consolidation process of quarterly reports;
• Provide technical support on the formation of the new country programmes or projects;
• Support coordination of the formation of the next Country Programming Framework (CPF) (2025- 2029);
• Support formulating bi-annual and annual country reports to increase the visibility of the country office’s contributions towards the CPF, UNSDCF, and government priorities;
• Contribute to ensure FAO participation and contribution to UN Results/Thematic working groups;
• Support FAO country programmes in enhancing social inclusiveness to improve country programme sustainability;
• Perform any other operational and analytical activity that may be required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Agricultural Economics or Agri-business Management or related qualification
• Minimum three years’ related work experience in project coordination, programme support and formulation of progress reports
• Working knowledge of English
