The Emergency Support Department (ESD) is part of operations and plays a key role in responding to (new) humanitarian crises and emergencies. The ESD conducts exploratory assessments; initiates and manages large scale or complex interventions to support people in precarious situations. The ESD also provides support to existing projects and activities in promoting and guarding emergency response capacity, enabling continued functioning of existing projects in long-term emergency and/or highly insecure settings. It coordinates with departments throughout the organisation to ensure and safeguard our emergency response capacity and focus.

Finance Coordinator
Emergency Team Members spend about 90% of their workdays (excluding holidays) inside field locations travelling with short notice to any required area and approximately 10% at the headquarters for briefing/debriefing/trainings/specific tasks.
Main objectives
To oversee financial management and finance related issues in various MSF missions/projects particularly during emergency response in the field (90%). This consists of providing financial support within missions/projects, either in key positions/Country Management Team (CMT), or through responding to emergencies within those missions. These responses may be under the management of the CMT, or under the direct management of the Emergency Desk, depending on the situation.
The position
Function as Finance Coordinator at capital or project level in emergency projects, new missions or existing projects managed by the Emergency Support Desk.
Fill critical gaps in established missions of MSF OCA in different finance management roles as per the needs.
Define, adapt, plan and supervise the implementation of MSF OCA Financial policies and guidelines. Assessing and mitigating the financial risks in Emergency Missions, ensuring they are in line with the context, the operational challenges and the financial ethics.
Act as a strategic partner to operations in the Country Management Team in missions.
Define and develop a financial strategy, which accurately reflects the needs in emergency missions.
Ensuring the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, staff's development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the finance activities in emergency missions.
Sensitizing key executive staff such as coordinators, budget holders and relevant management on financial risks and the extent of their financial responsibilities.
In collaboration with the technical referent at HQ, managing the funding agreements with donors and local partners e.g. coordinating and preparing proposals and financial reports to donors/from partners and managing contracts, MoUs, and other financial agreements
Contributes to the development of financial guidelines and procedures with regard to the organisation of emergency projects. Checks these in cooperation with the departments involved, and adjusts them if necessary.
Willingness to work wherever the job demands it and in any function depending on operational needs as set by the Edesk & organisation (FinCo, HRCo, PC, HR Admin/Manager or as specific function).
Coordinating and overseeing the monthly and yearly closing of accounts with the aim that the statement reflects the financial reality of the mission.
Carries out exploratory missions on request of a Country Manager or the Emergency Managers, and, if the situation in the project country is suitable, makes a project proposal in consultation with the Country manager or the Emergency Manager involved.
Provides general assistance to the Emergency Support Department if necessary

Position in organisation
Overall: reports to the Emergency Support Manager at the Emergency Support Department in Amsterdam.
During field assignments reports to relevant Country Management Team (CMT) member or the Emergency Coordinator (EmCo).
Functional line to the Finance Advisor in Amsterdam.
Profile
Essential:
At least 18 months field experience with one of the MSF sections in at least two different projects, of which at least one emergency project or a med/high security setting, and at least one as a Finco.
Strong knowledge of OCA financial policies and procedures.
Ability to adjust financial support setup to changes in context/operations. Ability to critically reflect on existing setups.
Proven organizational skills, diplomatic skills and experience with the representation of Médecins sans Frontières.
Excellent people management skills. Ability to work with inexperienced teams.
“Can do mentality’, capacity to motivate and move a team into action.
A flexible and solution oriented mentality, and the ability to be decisive in chaotic circumstances.
Knowledge of standard software within MSF-OCA (WeFin, Unifield, SharePoint, Power BI) Experience in working with Homere is an asset.
Willingness to travel to any required area, frequently at short notice.
Desirable:
Experience in complex emergencies (CAR, South Sudan), heavy administrative missions (Ethiopia, Sudan, Turkey) and/or high security (Yemen, Syria etc.)
Additional experience as Human Resource coordinator
French speaking and/or Arabic and/or Spanish speaking

Salary depends on three main factors: domicile, level of responsibility and experience on the job. Candidate’s domicile determines which MSF section will act as employer;
45 holidays per year;
Completion bonus of 1.5 month of extra salary after completion of every 12 months commitment;
