1.Project Design and Portfolio Development
  • Support in drafting and refinement of Terms of References (TOR) for technical assistance projects, incorporating technical, financial/economic, and stakeholder input. This includes:

  • Conducting research and analysis to inform TOR development.

  • Identifying and engaging with relevant stakeholders (e.g. government agencies/ministries, private sector actors, civil society organizations, others) to gather input and ensure alignment.

  • Coordinating with ETP’s country and regional coordinators to avoid duplication of effort and exploring synergies with existing or planned projects. 

  • Coordinating with ETP Program Management and Fund Management teams on finalizing the TOR.

  • Participate in the evaluation of proposals to select project implementing partners or consultants.

  • Support in building the PSA TAF project portfolio by scoping for emerging fields in the energy sector, identifying potential focus areas, understanding the needs, and assessing private sector interest.

2.Technical and Coordination Support
  • Provide technical and operational support to the implementing partners/consultants, as necessary. This may include linking them with stakeholders, strategizing on the conduct of activities, and reviewing project outputs.  

  • The incumbent may be asked to participate in meetings related to work undertaken under PSA TAF, including meetings with implementing partners, progress and strategy meetings with SEACEF,  and engagement with other stakeholders. The incumbent will document highlights of meetings.

  • Gather information and conduct interviews, prepare materials, such as slide decks, that ETP can use for dissemination or in forum presentations to inform of PSA TAF. 

  • Scope for programs, projects, and policy linkages between PSA TAF and ETP’s aligned programs, and broader programs in the energy sector funded by development partners, planned or underway.

  • Support other ETP activities particularly projects that are aligned with the PSA TAF focus areas, as necessary. Support may include participation in workshops or stakeholder engagement, providing feedback on project outputs, and other tasks as suggested by ETP.

  • Contribute to ETP’s reporting by drafting sections relevant to PSA TAF activities and results.

  • Inform ETP Program Management and Fund Management teams on potential issues or risks on any of the PSA TAF projects to devise solutions. 

3.Support Private Sector Engagement
  • Identify and initiate engagement with key private sector actors (e.g., developers, investors, industry associations) relevant to the PSA TAF's focus areas. 

  • Create and maintain a database of key private sector actors in Indonesia, the Philippines, and Vietnam.


Education/Experience/Language requirements

Education:
  • An advanced University Degree (Master’s or equivalent) or higher degree in Engineering, Economics, Finance, Business Administration, or any related field is required. 

  • A first level university degree (Bachelor’s or equivalent) in the above-mentioned fields with additional two (2) years of relevant experience may be considered in lieu of an advanced degree.

Experience:

  • A minimum two (2) years of relevant experience working on either of the following areas: energy transition, renewable energy, energy efficiency, smart grid, investments, financing, market analyses, business development  and other related areas is required.

  • Experience working with or engaging with the private sector is required.

  • Relevant experience in coordinating complex environments, multiple and diverse stakeholders is required. 

The following experiences are desirable:

  • Experience in project management, administration, strategic planning and management, strategic liaison, donor or partners coordination.

  • Experience in organizing and conducting workshops, dialogues, consultations.

  •  Experience working in Vietnam, Indonesia, and Philippines.

  • Experience working in UN organizations and/or UNOPS.


Language Requirements:
  • Full working knowledge (Fluency) in written and oral English is required.
