Job Description

Organizational Context and Scope :

Pakistan is highly vulnerable to the effects of climate change and natural and man-made hazards, including flooding, droughts, heat waves, earthquakes and pollution, which disproportionately affect the most vulnerable in society and exacerbate existing developmental challenges.

IOM is leading the multi-year Climate Resilience and Humanitarian Response (Central and Southern Pakistan) component of FCDO’s Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) in Pakistan Programme, with FAO, UNICEF, ACTED, CARE and Islamic Relief as consortium partners.

The consortium will deliver integrated community resilience-building activities and institutional and systems strengthening across southern Pakistan (Sindh, Balochistan and Punjab) and will respond to humanitarian needs across all Pakistan. The consortium will be overseen by a Secretariat, led by IOM.

Responsibilities

Responsibilities and Accountabilities :

  •  Lead the design, adaptation and operationalization of M&E methodologies and tools such as post-distribution monitoring tools; knowledge, attitudes and practices (KAP) surveys; and others, to ensure uniform and quality monitoring of BRAVE consortium activities. 
  •  Develop and roll out of an M&E strategy across the BRAVE Consortium to ensure effective coordination of monitoring processes.  
  •  Develop and maintain an information management system across the Consortium activities, as per the Consortium Results Framework, ensuring timely and disaggregated data availability and monitoring of targets.
  • Provide technical guidelines and trainings to both IOM and Consortium staff on best practices, with a focus on ensuring learning components are integrated into M&E efforts.  
  •  Ensure development and finalisation of reporting components across Consortium partners. 
  •  Implementation of quality control mechanisms to ensure the quality of collected information, with a specific focus on adherence to data protection guidelines. 
  •  Coordinate all M&E activities in IOM selected area of intervention BRAVE Protection, WASH, Shelter, Livelihoods, and Climate Resilience related activities implemented by IOM and/or its partner agencies.
  • Perform other duties as may be required.
     

Qualifications

Required Qualifications and Experience :

Education :

  • University Degree in development studies, community development, political or social sciences, international relations, public administration, mathematics, data analytics, with two years of relevant experience. 

Experience :

Minimum requirements :

  • Experience in the management of M&E portfolios for development assistance projects, preferably focusing around climate resilience and/or humanitarian coordination.
  • Demonstrated skills in data collection, information management and data analysis, with experience in utilising mixed methods research approaches and developing complex sampling mechanisms. 
  • Experience in the production of narrative donor reports in a timely manner that can communicate the impact of the project under implementation.
  • Experience in developing M&E indicators and standardised guidelines for monitoring quality impact over project duration and ensuring alignment with contractual deliverables. 
  • Experience in the collecting success stories and producing engaging content.
  • Good knowledge of the broader humanitarian architecture in Pakistan, as well as the mandate of the UN and international NGOs in Pakistan.

Advantageous :

  • Experience with Early Recovery, Resilience Building, Climate Change Adaptation, Rural Development, WASH, Community Engagement or Protection programming;
  •  Experience in developing and maintaining meaningful accountability for affected populations mechanisms. 
  •  Previous work experience in Sindh is an advantage. 

Skills :

  • Strong communication, interpersonal and problem-solving skills.
  • Demonstrated skills in data management, developing tools and systems for monitoring and evaluation services. 
  • Proficient in Microsoft Office
  • Experience in design and management of evaluation processes, including with multiple stakeholders
  • Strong understanding of results-based management (RBM) approaches.
  • Understanding of participatory approaches, quantitative and qualitative data collection and analysis, logic modelling/logical framework analysis
  • Familiarity with the UN and donor programming environment;
  • Familiarity with MS Office software;
  • Excellent report writing and analytical skills, proficiency in written and spoken English.

Languages :

Required :

  • Fluency in English and Urdu is required (oral and written).

Desirable :

  • Working knowledge of Sindhi or other languages spoken in Northern Sindh is an advantage.
