Functional Responsibilities
Purpose and Scope of Assignment
Main reporting line is Head of Programme Under the overall supervision of the Head of Programme, and direct technical guidance of supervision from the Fuel Project Manager, the International Supply Chain management Specialist will be responsible for the following:

Work on the logistics strategy of the UNOPS fuel project

Coordinate the identification of the fuel needs on ground, contact with beneficiaries and parties to ensure fuel mechanism is appropriately implemented.

Being pro-active, lead and coordinate the team on ground in taking appropriate action on time
-
Define fuel logistics strategy within UNOPS policies and procedures and ensure effective integration of logistics operations.

Coordinate the establishment of reports based on fuel logistics movements and distribute them according to requirements.

provide recommendation on fuel logistics management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy.

Manage fuel logistics Operations
-
In coordination with the relevant parties, monitor the fuel transfer to Gaza, its storage, distribution and reporting.

Represent UNOPS fuel project in relevant humanitarian coordination meetings on ground
-
Manage fuel logistics operations including all logistics assets to ensure timely and cost-effective delivery of UNOPS projects.

Provide technical logistics coordination and support to ongoing operations across the Fuel Project response.
-
Coordinate logistics operations with other organizations, including private sector and humanitarian partners.

Identify, mobilize resources, implement and report on special logistics operations.
-
Ensure the integrity of transport information, including commodity tracking using the innovative tools.
-
Prepare and maintain transport information for reporting purposes.
-
Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.

Ensure effective Landside, Transport, Storage and Handling (LTSH) management including project budgetary review and regular LTSH reviews

Support fuel Cost recovery

Support the process of fuel cost recovery by monitoring and following up on the payment
-
Monitor the process and propose appropriate actions and corrective measures

Quality Control and Quality Assurance
-
Ensure effective commodity management and quality control
-
Ensure warehouses are managed by minimum standards.
-
Ensure adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews.

Knowledge management and knowledge sharing
-
Document lessons learnt, and share the experience with UNOPS Colleagues
-
Ensure that all staff are adequately trained, and identify any additional training needs to achieve high working standards.

Organise, lead and participate in regional logistics meetings, including logistics cluster meetings.

Support Fuel Project staff in other offices.

Support resources mobilisation
-
Support the process of mobilising resources for this project and other logistics related project

Support UNOPS Bureau on identifying new projects on ground and developing concept notes
3. Monitoring and Progress Controls

Logistics services are delivered per the project agreement.

Demonstrated ability to work collaboratively as part of the Fuel Project team.

Operational coordination with private sector and humanitarian partners built and maintained.
Education/Experience/Language requirements
-
Education:
-
Master degree preferably in in business administration, engineering, computer science, statistics or economics (preferably transport economics).
-
Bachelor Degree would be accepted with 7 years of relevent experience.
-
A certificate in Total Quantity Management would be an added value.
b. Work Experience
- A minimum of five (5) years’ professional experience (with a Master’s degree) in delivering a range of complex logistics programmes and services.

2 years of relevant experience at the international level
-
Experience implementing or coordinating humanitarian logistics operations is an added value.
-
One year of experience on fuel related operations in a similar context is an added value
c. Language Requirements
-
Fluent English is required.
