BACKGROUND:The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. At work today in over 40 countries and 22 U.S. cities, the IRC responds to people’s acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, develop economic wellbeing, and empower communities to regain control over their lives. The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.

The IRC Yemen began its programs in October 2012 currently operating in the south of Yemen governorates through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

SCOPE OF WORK:

The Senior Manager will ensure the IRC Yemen financial management issues are immediately attended to and ensures the accounting and treasury tasks and duties including the are fulfilled within the requested internal and external timelines.

WORKING RELATIONS:

  • Position directly report to: Deputy Director Finance -DDF
  • Regular communication with SMT, collaborators involved in PCMs and regional team;
  • Work directly with the finance team including account payable as well as budget & reporting staff.

MAIN RESPONSIBILITIES:

Controllership

  • Ensures all in-country financial practices are in compliance with the IRC and donor policies and procedures
  • Assist the DDF in-country finance procedures to supplement global policies as needed
  • Closely supervises financial activities and support in the financial performance in the country offices, internal controls or financial management
  • Ensures monthly balance sheet accounts reconciliation are completed with remarks and actions on a timely basis
  • Handles the finance department activities and schedules to meet the financial monthly / quarterly / annual closing requirements and deadlines specified by the IRC regional and HQ
  • Ensures in-country internal control reviews of operations are regularly undertaken.
  • Assist in supervising the country office’s assets (cash, inventory, fixed assets) through applying internal control policies and finance procedures
  • Maintains current knowledge of local government and banking requirements related finance and aligns with in-country tax and social security requirements

  • Liaison with IRC regional and HQ on all finance, accounting, treasury, account payable, and cash & bank management issues and requirements
  • Perform the Finance verification of commitments and supporting documentation

Treasury

  • Assist in supervising the country office bank relations and bank account activities including negotiation of fees, interest and currency exchange rates
  • Lead the review and the approval of all bank accounts and cash reconciliations
  • Maintains on current basis accurate forecasts of cash requirements for meeting future spending, including commitments which obligate IRC to future spending including financial reports for management and cash transfer requests -CTR
  • Ensures the appropriate bank and cash balances are monitored and maintained to facilitate the projects implementation and cash held at headquarters to drawn regularly
  • Ensures the development and implementation of a plan to minimize the country Program’s foreign exchange exposure to currency gains and losses
  • Supervises the collection of contractual and other receivables, for vendors and suppliers to be paid on time

Training & Staff Management

  • Ensures comprehensive and constructive performance reviews are completed annually; career planning and development plans are in place for the accounting and treasury finance staff
  • Develops and implements a training program for accounting and treasury finance staff
  • Liaison with collaborator over accounting and operational matters link with recording, processing and posting to financial records.
  • Assist in establishing the internal roles and responsibilities matrix;
  • Assist in the Finance induction and orientation provided for new staff

Minimum Qualifications:

REQUIREMENTS: (Qualifications, Skills and Abilities):

A.Education:

Bachelors degree in Accounting, Business Administration, Commerce or Finance. A recognized professional certificate in Accounting is an advantage.

B.Experience:

Minimum of four (5) years of managerial experience in the financial area of a non-profit organization or an international commercial organization.

Experience in working with computerized accounting system, ERP, standard spreadsheet and database programs (Integra, Dynamics).

C.Skills and Proficiencies:

  • Good leadership and management skills.
  • Able to function effectively in a complex work environment and to set appropriate priorities and deal effectively with challenging priorities and pressure
  • Ability to carry out responsibilities independently with minimal technical support.
  • Committed to staff training and development and effective at facilitation
  • Dedication to the IRC’s mission, purpose and values.
  • Proficiency in English & Arabic is required.
