About this position

We are looking for a proactive, organized, analytical professional in economics or related fields with excellent communication skills to support the operational portfolio management of the Fiscal Management Division in Panama. As a support consultant, you will be involved in the following operations:

  • Program to Support the Digital Transformation of Tax Administration in Panama.
  • Fiscal Intelligence Program to Increase the Quality of Spending in Panama.
  • Program to Support Fiscal Responsibility in Panama (planned).

You will work in the Fiscal Management Division, which is part of the Sector Institutions for Development department. IFD/FMM's main purpose is to support the governments of Latin America and the Caribbean in strengthening fiscal policy and management, both at the national and subnational levels, to promote economic growth and reduce inequality and poverty. To support countries in this task, FMM finances projects to promote development through the following areas: (i) tax policy and administration; (ii) public expenditure policy and management; (iii) subnational fiscal policy and management; (iv) fiscal sustainability and macro-fiscal policy; and (v) fiscal transparency.

What you’ll do

Necessary activities for the correct and effective management of the IFD/FMM portfolio in the Bank's Office in Panama (CDI/CPN). In this context, the consultant will be responsible, under the authority of the team leader, for carrying out all activities leading to the rapid and complete implementation of operations, for which they must:

  • Accompany the Team Leader in technical and strategic dialogue with counterparts and key actors/authorities in the sector.
  • Support IFD/FMM in maintaining a close relationship with the executing agencies of the projects under their charge, responding to their queries, training needs, technical assistance, and other requirements.
  • Support the Team Leader in the preparation and coordination of project documents for new operations.
  • Carry out the main processes associated with portfolio management, particularly supporting executors using the Project Management for Results Agile (PM4R) methodology.
  • Coordinate, with the Team Leader, the supervision and, if applicable, closure of projects in execution, including the review and follow-up of multi-annual planning, procurement plans, risk identification, and monitoring of indicators established in the project results matrix.
  • Support in the review of procurement processes; analyze and process disbursement requests determining their relevance and eligibility of expenses.
  • Support the Team Leader in preparing reports requested by the Vice Presidency of Countries (VPC), including country strategy, preparation of sector documents/notes, and reporting of the operational program.

What you'll need

  • Education: Bachelor's degree in economics, business administration, industrial engineering, public administration, or other fields relevant to the responsibilities of the role. PM4R Agile certification: have, or be able to immediately acquire, the Project Management for Results Agile (PM4R) certification issued by the Bank's training services.
  • Experience: 3 years of relevant and progressive experience in project management.
  • Languages: Proficiency in Spanish and English, both oral and written.

Requirements

•    Citizenship:
    -    You are either a citizen of Panama or a citizen of one of our 48-member countries with residency or legal permit to work in or have legal residency or permission to work in Panama.

•    Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

  • National consultant: National consultant Full-Time, 12 months;
  • Work Location: Representation in Panama
