Mission and objectives

The United Nations Resident Coordinator Office supports the work of the UN Resident Coordinator. The UN Resident Coordinator leads the UN Country Team in consultations with the Government to define and agree on the UN strategic response to the Government’s development priorities. This response is captured in the UN Sustainable Development Cooperation Framework (UNDCF).

The UNDCF is a results framework that describes the collective vision and response of the UN system to national development priorities. The UNDCF describes how the UN Country Team will contribute to the achievement of development results based on a common country analysis and the UN comparative advantage. Currently, the UN framework of work for Viet Nam is under the One Strategic Plan 2017-2021.

The office coordinates activities related to common programming including Agenda 2030, joint programmes, joint programming activities and development coordination work. This is done in conformity with the objectives and priorities of the Government, and the mandates and objectives of the United Nations agencies.

The UN Resident Coordinator Office has five core functions:

1. Strategic Planning
2. Development Economics
3. Partnerships and Development Finance
4. Data and Results Management and Reporting
5. Communications and Advocacy

Context

As a member of the RCO, the UNV is expected to support the UNRC, the Head of RCO and the UNCT in the areas of digital transformation, and support the work of the UNCT Results Groups on Shared Prosperity through Economic Growth, among other groups.

As a member of the UN family in Viet Nam, the UNV is expected to make contributions to the implementation of the CF for 2022-2026, enhancing synergies and impacts of UN support in facilitating digital transformation and advancing responsible and ethical use of AI and digital technologies in Viet Nam, in line with international guidelines and the Global Digital Compact. The UNV will work in partnership with UN colleagues to ensure successful programme development and implementation to achieve the CF results.

Task description

Under the direct supervision of Mr. Shin Umezu, Head of RCO, Viet Nam, the UN Volunteer will undertake the following tasks:
1) Provide support to the UN Resident Coordinator and the Head of the RCO in coordinating issues relating to digital transformation and ethical use of AI and technologies in support of the Government of Viet Nam:

• Support the RC and RCO by providing update on issues relating to digital transformation, AI and technologies in Viet Nam, the Asia-Pacific region and the world in the follow-up to the Global Digital Compact;
• Support the RC and RCO in maintaining effective working relationships with external stakeholders, in particular the Government of Viet Nam and development partners, on digital transformation;
• Support communications and advocacy relating to digital transformation, AI and technologies.

2) Provide support to the RC and the UNCT on digital transformation, AI and technologies, in particular through the UN Results Group (RG) on Shared Prosperity through Economic Growth, among other groups, that have been established for the implementation of the UNSDCF for 2022-2026:

• Assist RCO in its engagement with the UNCT, PMT, the UN RG on Shared Prosperity through Economic Growth, and other groups, as necessary, by providing updates on digital transformation, AI and technologies;
• Provide inputs to the inter-agency works of the UN in Viet Nam and promote the integration of digital transformation, AI and technologies in joint-UN planning and programming;
• Support the RC and RCO in maintaining close relationship with the Office of the Special Envoy for Technology in New York.
