The Coalition of Finance Ministers for Climate Action

The Coalition of Finance Ministers for Climate Action (the “Coalition”) was established in 2019 and is based around the six  Helsinki Principles, which all countries endorse upon joining the Coalition. The World Bank’s Climate Change Group, along with the International Monetary Fund (IMF), host the Secretariat for the Coalition. The Secretariat brings together people and knowledge from other groups within the World Bank and the IMF in its support for the Coalition’s work. 

ROLES AND RESPONSIBILITIES

The Coalition is growing fast and is soon expected to reach 100 member countries. At the same time, members’ expectations towards deepening the Coalition’s work are growing, especially in capacity building, knowledge sharing and impactful policy implementation.

The Secretariat is responsible for supporting the leadership, work, and efficient functioning of the Coalition. The responsibilities of the Secretariat are the provision of administrative, logistical, technical, and strategic support to the Coalition and Co-Chairs in achieving its objectives. The Secretariat is responsible for facilitating the development and implementation of the Coalition’s work program and work plans and acts as a service delivery unit for the Coalition. 

The Secretariat is led by the Secretary, acting on full-time basis, with sufficient seniority, experience, and skills, as well as understanding of the Coalition’s objectives. 

Responsibilities of the Secretary are:

a. To lead the performance of the Secretariat’s tasks and duties as outlined in the Coalition’s Charter.
b. To serve as the Secretariat’s central focal point towards the Coalition members and partners.
c. To provide strategic and operational guidance to the Coalition leadership (Co-Chairs) to deliver on its mission and effectively implement its objectives, leveraging opportunities and supporting member ministries.
d. To be responsible for the successful implementation, coordination and updating of the Coalition’s work program and related work plans of the workstreams in close collaboration with Co-Chairs, member countries and institutional partners. 
e. To deliver towards meeting the Coalition’s overarching goals by overseeing ministerial events organization, policy work and knowledge creation, delivery of support services to member countries, activate member leadership and mobilize targeted technical support from partners in response to member needs, and to expand the reach of the Coalition to new countries.
f. To maintain strong relationships and build productive partnerships with Institutional Partners and reach out to relevant academic and industry experts for substantive contributions, while commissioning and coordinating the research and activities required to deliver on the work program of the Coalition set by member countries.
g. To foster strong relationships inside and between the World Bank and IMF as joint host institutions of the Coalition Secretariat, ensuring a strong collaborative effort towards the Coalition’s work program, and leveraging the institutions’ knowledge and capacity in support of the Coalition’s overarching mission. 
h. To be responsible for the yearly monitoring and evaluation process of Coalition activities, based on the Co-chairs’ strategy, Coalition work program, and related documents.
i. Support fundraising efforts for the Coalition’s growing activities and multi-year budget, in close collaboration with relevant World Bank trust fund employees.
j. To coordinate internally with relevant World Bank units regarding their contributions to the technical areas of work of the Coalition and striving towards strategic alignment of Helsinki Principles and the Coalition objectives with the WBG Whole of Economy Approach, working closely with among others with SD, EFI and other relevant departments. Both have the goal of mainstreaming climate into the function of the Ministries of Finance in WBG client countries.
