Organizational Setting
The Food and Agriculture Organization (FAO) of the United Nations has been serving to eradicate poverty and hunger since after independence in Pakistan. The FAO Representation in Pakistan plays a key role in boosting up the food and nutritional security status through undertaking various development activities in the country. Pakistan has been striving to achieve the target of SDG 2030 through adoption of various strategies in the field of agriculture.
The Food and Agriculture Organization (FAO) is part of consortium funded by FCDO to implement Climate Resilience and Humanitarian Response (Central, and Southern Pakistan) Component on Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) in Pakistan. The consortium that includes three UN agencies-IOM, FAO, UNICEF, and three international NGOs -Acted, IRW, and CARE, offers a robust multi-sectoral and cross-thematic vehicle that brings proven expertise in resilience building, disaster risk reduction, climate adaptation, and inclusive social protection. BRAVE is a 3-years programme, from 2025 to 2028, covering 14 districts within Sindh, Punjab, and Balochistan Provinces. It consists of three outcomes including Outcome 1 | HUMANITARIAN ASSISTANCE\: Humanitarian response capacities of national and sub-national actors are improved through available and integrated multi-sectoral emergency response mechanisms; Outcome 2 | CLIMATE RESILIENCE MODELS\: Climate-vulnerable communities in South Pakistan become more resilient to climate-related shocks and have improved social protection outcomes; and Outcome 3| PATHWAYS TO SCALE\: National and sub-national actors have improved capacity on Disaster Risk Reduction and Climate Resilience through accessing and utilizing improved frameworks, policies and learnings to scale up climate resilience and disaster responses. BRAVE initiatives under FAO will be implemented in 3 targeted districts, that is Sujawal in Sindh, Sohbatpur in Balochistan, and Muzaffargarh in Punjab.
FAO wishes to recruit six (06) Field Facilitators, each working in one district, who will be supervised by Project Managers to strengthen district committees for disaster risks preparedness and response and mobilize smallholder agriculture producers to pilot climate-resilience nature-based solutions for securing fragile ecosystems and vulnerable communities to climate-related shocks.
This position is at the SBIII-SC5 level.
Reporting Lines
Under the overall supervision of the FAO Representative in Pakistan and the Provincial International Head of office, the Field facilitator, will report day-to-day to the Project Coordinator of the relevant project. The Field facilitator will work as part of a technical team in the province as a programmatic approach, especially to the BRAVE project
Technical Focus
• Experience in participatory planning, organizing, coordination, administration, and facilitating implementation of evidence-based projects and programme’s
• Facilitate the formation and capacity building of committees, teams, panels, and common interest group for the coordination, planning, assessment, implementation, monitoring, and reporting on progress in project delivery based on validated guidelines.
Tasks and responsibilities
The main responsibilities and tasks planning, coordinating, and facilitating (a) strategic studies to inform the design and implementing of BRAVE, (b) strengthening institutional arrangements for improved and effective preparedness for humanitarian responses and adoption of climate resilience models; c) screening and validation of priority scalable, sustainable, replicable, inclusive and equitable high-impact climate resilience innovations, technologies, approaches, and practices, and (d) establishing knowledge management systems to facilitate peer-learning, co-creation and sharing of products and services in support of upscaling the most promising climate resilient village models. The incumbent will spend about 75% of the time facilitating community-led and community-driven activities in focal district while 25% will spend planning, organizing, documentation, and facilitating peer-learning processes.
Specific Tasks\: The incumbents will undertake the following specific tasks\:
• Identification of target union council, villages and beneficiaries based on the validated selection criteria,
• Facilitate the planning and execution of data collection exercises including studies and assessments, and validations exercises.
• Facilitating participatory preparation of integrated farm plans, and village-level and district-level anticipatory and climate-resilience plans for transforming agrifoods systems
• Facilitating robust stakeholder-driven and project-relevant issues-specific engagements including peer-learning on forums, network, forums, working groups, and partnerships established under the project.
• Continuously document and shared multimedia contents including activity focused video-clips, photos, quotes, messages, and stories through project managed social medial platform, such as WhatsApp, for peer-learning.
• Perform any other associated task assigned by the management.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Bachelor’s degree in natural resources management domains.
• At least 3 years of relevant work experience in ecosystem-wide governance and management
• Working knowledge of English while familiarity with local languages will be desirable.
