About this position
We are looking for a Transport Consultant to provide technical support in the analysis, conceptual development, preparation and execution of loan operations and technical cooperations in Brazil, as well as in knowledge development activities and sector studies, through the elaboration of specific technical-analytical products to be defined by the TSP team.
The IDB's Transport’s Division (INE/TSP) promotes economic development and quality of life of the people in Latin America and the Caribbean through transportation and infrastructure activities in a safe, efficient, affordable, and sustainable way.
What you’ll do

Support the dialogue, identification, preparation, and execution of loans, guarantees, technical cooperation (TCs), fee for services, and knowledge products in Brazil through:
- Identifying government demands in the sector to provide timely response in financial support and participating in the programming and evaluation processes of loans, guarantees and TCs.
- Propose solutions and apply the different financial instruments of the Bank to respond to government demand
- Facilitating dialogue between the Transport Division and governmental, national and subnational authorities, as well as representatives of the private sector, to ensure effective collaboration in the transport sector.
- Conducting sector and/or economic analysis based on existing data, performing independent research, and benchmarking against best international practices.
- Developing strategic technical reports to identify key areas of action and recommend specific interventions.
- Drafting of project documents and its annexes, such as abstracts and documents for TCs, Project Profiles (PP), Development of Proposals for the Operation (POD) and Project Completion Reports (PCRs).
- Support the Structuring of Public-Private Partnerships in coordination with the IDB PPP Unit.
- Participating in Bank missions as required to provide support in technical discussions, negotiations with Bank clients and other key stakeholders.
- Preparing agendas, minutes, briefings and presentations.
- Preparing terms of reference and budgets for contracting specialized services, analysis of proposals, negotiation of contracts, coordination and review of reports and other work products.
- Monitoring performance indicators of operations and TCs in execution (disbursements, PMRs, PCRs).
What you'll need
- Education: Master´s degree or equivalent in engineering, finance, economics, international public affairs, public administration, or other related fields.
- Experience: Minimum of five 5 years of relevant experience in coordinating strategic, executive, operational and specialized technical knowledge of consulting services for design, structuring, implementation, execution and monitoring of projects in sectors related to the IDB's activities and infrastructure operational program. It is desirable to have experience in institutional and technical dialogue with the Public Administration and in the forms of public procurement, including Public-Private Partnerships and other forms of cooperation between the public sector and other interested actors of civil society.
Able to conceptualize, prepare and participate in the management and execution of TSP´s operational program (loans and technical cooperation projects).
- Languages: Fluent in Portuguese and English or Spanish.
Requirements
- Citizenship: You are either a citizen of Brazil or a citizen of one of our 48-member countries with residency or legal permit to work in Brazil.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

- Type of contract: National Consultant Full Time.
- Length of contract: 12 months.
- Work Location: Country Office in Brasilia, Brazil.
