The UN Volunteers China Field Unit, which is administered by the UN Development Programme, oversees all UNV programmes and operations in China to fulfill UNV’s strategic priorities in mobilizing UN Volunteers, integrating volunteerism into UN and national government development initiatives, and advocating for voluntary civic engagement.

As a crucial implementer of UNV China’s expanded scope of work, the national UN Volunteer will assist the UN Volunteers Field Unit in China to implement the UNV-CYVA Full Funding Partnership (Chinese Youth Volunteer Overseas Volunteering Programme).
Chinese Young Volunteers Association (CYVA) is a national volunteering organization founded in 1994. It is administered by the Central Communist Youth League(CYL) and is a member of the All China Youth Federation, and the United Nations Coordinating Committee for International Voluntary Service (CCIVS) and in May 2010, it was granted Special Consultative Status by the United Nations Economic and Social Council. The CYVA has over 40 million registered volunteers in local branch offices across China.
CYVA implements the project under CYL supervision through the Project Management Office (PMO), with strong technical and financial support from UNV and China International Center for Economic and Technical Exchanges (CICETE) holds a role of implementation as national counterpart and mon-itoring and funds management. The PMO, housed in CYVA, is supervised by CYVA’s Deputy-Secretary General.

Task description

The UN volunteer will be based in the Project Management Office, located in CYVA office. Under the primary supervision of the National Programme Director and manager and working closely with UNV China office and the PMO staff, the UN Volunteers will undertake the following tasks:
Assisting with results oriented project management and implementation.
o Assist in planning of the project implementation including the development of the annual work plans, terms of references and other project management documents as needed
o Provide hands-on planning and support to the implementation of project activities
o Ensure monitoring of timeliness and quality of project implementation
o Provide support to budget management and implementation. Prepare financial reports and disbursement plan within timely framework
o Prepare various reports to summarize the key progress/suggestions for adjustment by referring to outputs and activities
o Develop and implement the M&E framework to ensure regular, mid-year and year end monitoring and evaluation by aligning with project outputs and results and make technical suggestions on adjustment and draft quarterly and yearly progress reports to be submitted to UNV and CICETE offices
o Maintain regular communication between UNV, CICETE and other key stakeholders on project management and respond promptly to requests for budget preparation, budget revision and project financial reporting and ensure external communication with participating university and internal communication with other departments located in CYVA and within CYL for effectively planning and implementing project activities
Facilitating the volunteer recruitment and deployment and project advocacy;
o Be the direct focal point in PMO throughout the procedure of Volunteer assignment advertisement, selection, recruitment and deployment and daily communication with UNV HQ, RO and FU
o Facilitate the organization of training/advertisement fair/ annual review workshop and project related events etc
o Support the translation in both Chinese and English for key events, publication, daily communication with UNV HQ and Regional offices as well as other ad hoc translation work
o Develop PMO advocacy strategy to promote the project results and youth engagement for over-seas volunteering programme through new social media platform, websites etc
o Other related tasks assigned

Furthermore, UNVs are encouraged to:
o Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for in-stance, IVD celebration events);
o Get acquainted with and build on traditional and/or local forms of volunteerism in the host country;
o Reflect on the type and quality of voluntary action that they are undertaking;
o Contribute news and articles on field experiences and submit them to UNV publications/websites, newsletters, press releases, etc.;
o Assist with the UNV Buddy Programme for newly arrived UNV volunteers;
o Promote online volunteering and encourage individuals and organizations to use the UNV Online Volunteering Service whenever technically feasible.
