MSF-OCA Learning and Development Department is currently undergoing a transformational process to build an effective, efficient and sustainable model on how to support our organization’s needs but most importantly our Social Mission through the actions of our Staff members.

About the Role

As the Learning & Development Advisor (Country Programs), you will be the link between the Organisational Support Team (OST) and Country Programmes. You guide and support field-based L&D teams and country program leadership in strengthening the capacity and performance of their staff.

You’ll advise on L&D strategies that align with the overall OCA L&D framework, ensuring that staff development is contextually relevant, effective, and sustainable. You will develop and deliver practical L&D tools, guidelines and resources tailored to field realities, while also monitoring their implementation and impact.

Your Responsibilities

  • Act as an advisor to Country Programmes based L&D/HR teams on L&D strategy, needs assessment, and implementation.

  • Maintain strong, supportive relationships with country programs; stay informed on program contexts, challenges, and staffing changes.

  • Develop fit-for-purpose tools, resources, and guides that support the growth of field-based staff and leadership teams.

  • Coach and mentor L&D staff in-country and share best practices across missions.

  • Collaborate with Operations and desk teams to integrate L&D support within broader strategic and operational planning.

  • Ensure compliance with OCA-wide L&D policies, strategies, and procedures across country programs.

  • Monitor and report on the effectiveness and quality of L&D processes in the field.

  • Facilitate smooth onboarding of new team members and enhance leadership capabilities through targeted support.

  • Contribute to learning across the organisation through effective liaison between Country Programmes and HQ.

What You Bring

  • Proven advisory experience (min. 5 years) in Learning & Development

  • Experience as a Learning and Development manager in MSF country programmes or for other humanitarian organisations in the sector

  • Strong advisory and coaching skills with the ability to translate complex needs into practical solutions

  • Demonstrated ability to develop tools and resources tailored to diverse field settings

  • Excellent relationship-building skills and cultural sensitivity

  • Ability and willingness to travel to country programs approximately 4x a year

  • Collaborative mindset and experience working across multidisciplinary teams

  • Fluent in English (additional languages such as French or Arabic are an asset)

What We Offer

An employment contract is offered, based on 40 hours per week. The contract is for one year.

The gross monthly salary ranges between 4,269 and 5,877 euros. The exact salary will depend on relevant work experience.
