Overview of position2. COUNTRY SPECIFIC INFORMATION:
With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the people of Afghanistan through the delivery of projects and services that improve the lives of people in need. The UNOPS Afghanistan Country Office (AFCO) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFCO activities cover a range of sectors including humanitarian, basic human needs, cash for work, infrastructure, development, procurement and HR services. The functional objective of UNOPS AFCO is to contribute to improving the lives of girls, boys, men and women living in Afghanistan. The aim of UNOPS AFCO is to provide efficient and cost-effective implementation services on behalf of all our partners to support the humanitarian response and development of the country. UNOPS AFCO’s mission is to exceed the expectations of all stakeholders in the delivery of AFCO services, at all times, in all places, in all circumstances, in order to improve the lives of Afghans in need.
3. BACKGROUND INFORMATION – JOB SPECIFIC:
Project Information
The Infrastructure for Basic Human Needs in Afghanistan (IBN) project is an initiative aimed at promoting social and economic development at the local level within Herat province, an area significantly affected by a series of earthquakes in October 2023. This project is committed to the construction and rehabilitation of critical community infrastructure, prioritizing aspects such as safety, earthquake resilience, and adherence to the “building back better” philosophy, all while maintaining respect for the local cultural context. Additionally, the project contemplates employing the “Cash for Work” implementation modality as a strategic measure to revitalize livelihoods and stimulate economic activity in the region.
Role objectives4. PURPOSE AND SCOPE OF ASSIGNMENT:
The Associate Construction Management Engineer (ACME) will mainly provide support to the Construction Management Engineers (CME) of the IBN Project at Herat ensuring the smooth implementation and successful completion of construction and field-related activities. These roles are essential to maintain project quality, safety, timeline adherence, and regulatory compliance. Specifically, the Associate Construction Management Engineer will be engaged in activities such as (but not limited to) the following:
Implementation
● Support in the implementation of daily activities of workers on the construction site.
● Coordinate and allocate work based on the project schedule and instructions from the Construction Management Engineer (CME).
● Assist CME in ensuring that the works are carried out according to drawings, specifications, and quality standards.
● Assist the CME in performing regular field inspections and quality checks at construction and material supply sites.
● Support in the verification that the correct construction methods and sequences are followed as per the instructions of the Construction Management Engineer.
● Support in testing materials (e.g., concrete, steel, aggregates) as per defined procedures and codes.
● Assist CME in ensuring that the tools, machinery, and materials are used correctly and safely.
● Conduct regular field visits, particularly to earthquake-affected districts including Zindajan, Gulran, Injil, Kushk, and Guzara, to assist ensure quality control, technical compliance and effective coordination of construction activities.
Reporting and Documentation
● Collect and document site test results and report deviations from standards.
● Maintain records of inspections, tests, and relevant quality documentation.
● Prepare and submit daily/weekly progress, challenges and monitoring reports to the Construction Management Engineer.
● Maintain updated registers of test results, inspection checklists, and field observations.
● Document photographic evidence for quality verification.
Labor and Resource Management
● Verify attendance and performance of construction workers.
● Report material deliveries and ensure proper storage and handling on-site.
Compliance Monitoring
● Support in verifying that all construction activities adhere to health, safety, and environmental standards.
● Assist monitoring contractor’s compliance with project quality plans and submit findings to the Construction Management Engineer.
● Follow up on non-conformities and corrective actions.
● Report accidents, incidents, or hazards to the Construction Management Engineer immediately.
Coordination and Support
● Support Construction Management Engineers in during audits and site reviews.
● Assist in resolving minor technical and logistical issues on site.
● Participate in IBN technical meetings, site briefings, and awareness sessions on quality standards.
● Liaise/coordinate with contractors and consultants or with local community workers and laborers, if applicable.
The assignment will span the entire product lifecycle, from design and development through production and final inspection. It will require active collaboration with engineering, contractors/NGOs, and project management teams to ensure that quality is built into every aspect of the work.
5. EDUCATION/EXPERIENCE/LANGUAGE REQUIREMENTS:
I. Education
o Completion of First Level University Degree in Civil Engineering or Equivalent from a recognized institution is required.
II. Experience
o Minimum two years of practical experience in construction management or site supervision is required.
o Proficiency in the usage of computers and Google apps as well as web-based management systems would be an advantage.
III. Language Requirements
o Fluency in English – both written and oral is required
o Fluency in Dari and/or Pashtu – written and oral is required
