The European Climate Foundation (ECF) was founded in 2008 as a major philanthropic initiative to help tackle climate change by fostering the development of a low-carbon society at the national, European and global level. We support over 700 + partner organisations to carry out activities that contribute to the public debate on climate action, drive urgent and ambitious policy in support of the objectives of the Paris Agreement and help deliver a socially responsible transition to a net-zero emissions economy and sustainable society in Europe and around the world.
Position
Context of the role
The European Climate Foundation (ECF) has significantly expanded its network from 282 grantees in 2018 to 989 in 2023 to address urgent climate challenges amid growing geopolitical and environmental pressures. ECF’s grantees play a crucial role in advancing climate policy, adaptation, and sustainable practices, yet they face common challenges, including funding constraints, talent retention, and governance issues. To strengthen its network’s capacity and resilience, ECF introduced a 2023 strategy that enhances organizational health through its comprehensive Service Catalogue, which supports strategic planning, governance, people management, and operational sustainability. A core pillar of ECF’s approach is innovation and digitalization, with a strong local focus that empowers grantees to streamline operations, leverage data-driven decision-making, and foster collaboration across the network. This user-centered, digital-forward approach enables swift responses to emerging challenges, optimizes resources, and maximizes impact, creating a resilient, future-oriented network where organizations are empowered to drive sustainable, transformative climate progress toward a net-zero future.
About the role
The Organisational Design and Development Consultant will play a key role in advancing ECF’s strategic objective of fostering a resilient, high-capacity network by diagnosing, designing and delivering a wide range of development interventions that enhance organizational effectiveness, resilience, and sustainable business outcomes for ECF’s partners.
This position requires deep expertise in organisational diagnosis, design, and development, and will contribute both to direct service delivery and to the evolution of ECF’s OD support model and tools.
The Organsiational Design and Development Consultant is hierarchically accountable to the Service Manager.
Key responsibilities
Organisational Diagnosis, Design & Delivery:
· Build trusted relationships with grantees to understand their unique organisational context and development needs.
· Lead organisational diagnoses using ECF’s OD model and tools.
· Design tailored OD intervention plans aimed at strengthening capabilities, sustainability, and resilience.
· Deliver selected interventions, especially advisory-level engagements (Level 1), to support diagnosis, early-stage work, or orientation.
· Ensure impactful, solution-oriented, and efficient service delivery
Service Design & Development
· Lead the development and continuous improvement of OD service offerings, in line with ECF’s model and partner needs.
· Contribute to the creation and maintenance of the OD service catalogue, including modular toolkits, facilitation guides, and training materials in assigned areas of expertise.
· Pilot and iterate OD services in collaboration with program teams, grantees, and providers, incorporating feedback and learning.
· Identify, onboard and coordinate relevant service providers, and conduct periodic landscape scans to expand and diversify the provider base across regions and areas of expertise.
Program Team Collaboration
· Act as the primary point of contact with the Programs OD focal pointsAct as an OD offering strategic guidance, capacity building, and implementation support.
· Build internal program team capabilities to identify and prioritise OD opportunities within grantee portfolios.
· Co-design and co-facilitate training, workshops, and peer learning initiatives with other OD team members.
· Promote a culture of collaboration, learning, and continuous improvement across OD and program teams.
Monitoring, Evaluation & Quality Assurance
· Track implementation and impact of OD support using appropriate tools and indicators.
· Collect and analyse feedback and performance data to assess organisational health and improve interventions.
· Contribute to ECF’s quality assurance and learning systems to ensure consistency, relevance, and effectiveness across OD services.
Key Deliveries
The deliveries and timeline are set and defined in the Project Charter and will be followed in Monday. Deliverables and timelines will be outlined in the OD Project Charter and tracked through the Monday platform. Examples include:
· Organisational diagnosis reports
· OD intervention plans
· Contributions to tools, templates, and the OD service catalogue
· Training sessions and facilitation materials
· Updated service provider maps and profiles
· Monitoring and learning reports
Requirements
Experience and competencies
· Bachelor’s degree in organisational development, human resources, psychology, business administration, or related field.
· Minimum 5 years of experience in organisational development, capacity-building, or consulting.
· Strong knowledge of OD frameworks, approaches, and tools.
· Excellent project management and digital collaboration skills.
· Skilled in facilitation, coaching, and communication.
· Analytical mindset to draw insights from data and feedback.
· Strong interpersonal and intercultural awareness.
· Strategic and systems thinking, with a solution-oriented approach.
· Fluency in English; other European languages are a plus.
Other information
What we offer
· The consultancy is expected to run until the end of 2025, with the possibility of extension depending on performance, results achieved, and funding availability. A three-month trial period will be included at the start to ensure mutual alignment and satisfactory delivery.

· Available to travel across the European region as required, with travel estimated at up to once monthly or 15% of the total service time
