Overview of position

Afghanistan faces ongoing polio transmission due to limited access, resistance in high-risk districts, and vaccine hesitancy. Existing community engagement needs a boost. The trainer expert to equip the Polio ICN staff with the knowledge and skills to effectively engage communities, address concerns, and ultimately contribute to polio eradication.

Role objectives

 Enhancing FLW preparedness for adaptive campaign strategies:

  • Support the assessment of capacity needs for both regular and campaign-based frontline workers (FLWs), particularly in relation to the shift in campaign modality.

  • Assist in revising training materials based on the findings of the capacity needs assessment, ensuring alignment with the updated campaign approach.

  • Support the development of tailored capacity-building materials for Female Mobilization Vaccinators (FMVs) working in convergence districts, taking into account the concept of convergence.

  • Regularly monitor the performance of FLWs, with a particular focus on FMVs in convergence districts.


Rolling out the training – Apply the standards:

  • Adapt existing training modules - Review and adapt existing training modules to ensure alignment the recommendations provided by the 2025 FLW Capacity Assessment, with current SBC best practices, and to address identified needs of the target audience. This may involve incorporating new information, updating case studies, and tailoring language for cultural appropriateness.

  • Deliver the training effectively - Conduct training sessions for designated target groups, adhering to established SBC standards and principles of adult learning. Utilize interactive methods to promote active participation and knowledge retention.

  • Pilot test new training components - If any new or significantly adapted training components are developed, conduct pilot tests with a small group to gather feedback and refine these components before wider implementation. 

  • Ensure adherence to cultural sensitivities - Adapt communication approaches and materials to resonate with the cultural context of the target audience. This may involve using local languages, respecting religious and social norms, and incorporating culturally relevant examples and case studies.


Monitoring the implementation:

  • Observe training sessions - Conduct observations of training sessions to assess facilitator effectiveness, participant engagement, and adherence to established standards. Provide constructive feedback to facilitators and suggest improvements for subsequent sessions.

  • Analyze monitoring data - Review and analyze data from existing monitoring mechanisms, such as pre/post-tests, feedback forms, and attendance records. Identify trends and areas for improvement.     

  • Conduct additional data collection - Conduct in-depth interviews or focus group discussions with participants and facilitators to gather detailed feedback on the training experience, content, 

    and effectiveness.
  • Prepare reports - Generate comprehensive reports summarizing observations, key findings from data analysis, and recommendations for improvement based on both quantitative and qualitative data. 


Suggestions for improvement:

  • Content and methodology - Based on monitoring data, participant feedback, and observations, propose practical and evidence-based strategies to enhance the content, delivery methodology, and overall effectiveness of the training program.

  • Training materials - Identify areas where existing training materials can be improved for clarity, accessibility, 

  • and cultural appropriateness. 

  • Recommend specific revisions, 

    updates, or additional resources.
  • Monitoring and evaluation - Review and suggest improvements to existing monitoring and evaluation mechanisms to ensure data collected is relevant, reliable, and effectively informs program decision-making.


Project reporting

SBC Trainer will work under the supervision of the SBC Manager and Regional SBC Specialist/Officer and will collaborate closely with other FLWs, partners, local authorities, stakeholders, and community-based structures.

Key competencies
  • University degree in social science, medical science, public health, midwifery, or nursing.

  • Bachelor’s degree in Sharia/Law/Theology, philosophy, anthropology, and/or behavior communication is preferable. Experience in the Polio programme is given priority.

  • 3-5 years' experience in mentioned areas – working with community-based structures, advocacy, and health promotion

  • Fluent in English, Pashto, and Dari

  • Good computer skills

  • Ability to travel to remote and far to access areas
