Overview of position

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non- governmental partners. IOM is dedicated to promoting human and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the overall supervision of the Protection Associate, and the direct supervision of the Senior Protection Assistant (ATD) and in close coordination with other colleagues including the Protection Referral and Assessment Team, the Specialized Protection Case Management Team, and the Analysis and Feedback Team, the successful candidate will support the implementation of IOM Libya’s Alternatives to Detention (ATD) activities in official detention centers. The incumbent will assist in joint field missions, data collection, and inter team coordination related to detained migrants, with a particular focus on identifying and advocating for individuals eligible for safe release and post-release support

Role objectives

1. Participate in joint field missions to official detention centres and support the team in identifying and flagging migrants with visible vulnerabilities requiring urgent protection intervention.

2. Conduct preliminary vulnerability mapping by gathering basic demographic data and anecdotal protection concerns through observations and informal conversations with migrants during visits.

3. Assist in compiling structured lists of individuals flagged for release advocacy, ensuring accurate spelling of names, dates of birth, nationalities, and available documentation status.

4. Maintain and regularly update a shared internal tracker of all identified cases, including status of follow-up, referrals made, embassy engagement, and planned release timelines. This will be done in coordination with the data teams to ensure accurate and complete information is indicated for the development of dashboards.

5. Support the preparation and organization of release packages for individuals approved for release, including printed summaries of services and assistance available through IOM, and tailored information on the Community Hosting Programme for those opting to be hosted under IOM supported arrangements.

6. Coordinate with the ATD Team Lead to ensure release advocacy files are complete and organized before submission to relevant units or authorities.

7. Provide logistical support before, during, and after field visits, including ensuring availability of access permissions, mission materials, safety equipment, and communication tools.

8. Liaise with drivers and mission support staff to ensure proper scheduling and timely departure for detention centre missions, particularly in coordination with multiple units.

9. Contribute to weekly team debriefings by sharing field observations, newly emerging vulnerability trends, or challenges encountered during visits.

10. Maintain confidentiality and discretion in handling sensitive case data, especially during field activities, data compilation, and internal reporting, in line with IOM data protection principles.

11. Adheres to IOM’s protection principles, confidentiality, as well as adherence to IOM gender, child safeguarding and PSEA policies and data protection protocols in all aspects of fieldwork and case handling.
