Mission and objectives
Egypt has been an observer state to the International Organization for Migration (IOM) since 1974 and became a full-fledged member in 1991 at which time IOM established its mission in Cairo with the purpose of assisting foreign nationals who had been forcefully displaced by the Gulf War to voluntarily repatriate or resettle in third countries. Since entering into Agreement with the Government of the Arab Republic of Egypt (GoE) soon thereafter, IOM Egypt has since established productive working relations with migration-related ministries, as well as UN partners and civil society.
Over the last 25 years, IOM has continuously enlarged its engagement in new fields of concern encompassing a wide range of activities in many programmatic areas such as: labour migration and human development; counter-trafficking; technical cooperation on migration management; migration health; emergency and post-crisis migration management; and resettlement.

IOM’s mandate is to promote humane and orderly migration for the benefit of all, by providing services and advice to governments and migrants. The Organization works across a wide range of thematic areas including migration management, humanitarian assistance, migration health, labour mobility, and the use of data and technology to strengthen migration governance.
This United Nations Volunteers (UNV) assignment is part of IOM’s efforts to strengthen Information and Communication Technology systems that support operational efficiency, data-driven decision-making, and digital transformation across its global and country offices. The role will coordinate and support the implementation and standardization of ICT activities in the Country Office, ensuring that technological resources are effectively aligned with organizational and operational goals.
The appointee will actively contribute to the development and execution of ICT-related projects, supervise the ICT team, and build strong relationships with key stakeholders, including during humanitarian emergencies. The position operates under the overall supervision of the Chief of Mission (CoM), with direct supervision from the Head of Resources Management (HRM), and close collaboration with the Regional Information Technology Officer and focal points for Wave Implementation.

Task description
- ICT UNIT MANAGEMENT AND TEAM SUPPORT 
• Manage ICT resource use within the Country office to support operational needs, including Wave implementation in consultation with the Regional IT Team, and change management staff at the regional level on IT and Wave tickets.
• Support the alignment of ICT Unit’s activities with the broader organizational strategy.
• Supervise the ICT support at country office level and conduct effective performance management and promote a cooperative work environment.
 
- SUPPORT ICT BUSINESS RELATIONSHIP MANAGEMENT
• Coordinate with country office leadership and project managers to understand their needs.
• Support in translating business challenges into practical ICT Solutions to ensure the efficient functioning of CO operations.
• Represent IOM in discussions and initiatives with external stakeholders including UN country ICT working groups.
- MANAGE AND COORDINATE IMT OPERATIONS AND SERVICES
• Manage and coordinate the ICT operations and services to align with mission goals and priorities and in compliance with established Service level Agreements (SLAs).
• Facilitate the implementation of modern workspace solutions in the mission to enhance digital employee experience.
• Identify and assess areas for improvement in ICT infrastructure and solutions and advise management in implementing these improvements.
• Support the efficient procurement and provision of ICT-related equipment, supplies, and services to meet business requirements.
- IMPLEMENTATION OF COUNTRY OFFICE CYBER SECURITY PROGRAM
• Respond promptly to information security incidents, mitigate risks and escalate complex issues to the relevant specialist teams/units for resolution.
• Coordinate with the HQ ICT information Security unit to support the roll out of cyber security efforts.
• Support the mission to comply with internal and relevant external cyber security regulations, requirements and standards.
• Maintain relevant ICT records and documentation.
- DATA MANAGEMENT AND DIGITAL INNOVATION
• Develop and maintain data systems and analytic reports, ensuring data accuracy and insights to support data-driven decision-making.
• Support in the implementation and evaluation of digital innovation initiatives
• Promote creativity and innovative digital solutions and adoption of technology to serve IOM operations.
- ADDITIONAL RESPONSIBILITIES
• Perform such other relevant duties as may be assigned.
