The Position:
UNFPA is seeking a consultant to lead the design, development, and piloting of a comprehensive global curriculum for GBV case management. This includes pre-service, in-service, and continuing professional development (CPD) components, with a strong emphasis on inclusion of marginalized groups such as women and girls with disabilities, LGBTQI persons, and adolescent girls. The consultancy is part of the Women at the Centre programme, which aims to strengthen social service workforce capacities and institutionalize quality GBV case management training across diverse contexts.

The Women at the Centre programme seeks to strengthen social service workforce capacities for quality GBV case management, with a particular focus on inclusion of marginalized groups, including women and girls with disabilities, LGBTQI persons, and adolescent girls. To ensure sustainability and institutionalization of skills, the project will develop global pre-service, in-service, and continuing professional development (CPD) curricula for GBV case management to facilitate accreditation at national levels.
Existing GBV case management training materials often lack a comprehensive integration of evidencebased practices, international standards, and context-specific approaches for marginalized groups. This consultancy will address those gaps through global consultations, targeted content development, piloting/testing, and creating a sustainable model for ongoing curriculum updates.
The consultant will design, develop, and pilot a comprehensive global GBV case management curricula, including pre-service, in-service, and CPD ensuring they are inclusive, evidence-based, adaptable to local contexts, and embedded within sustainable institutional frameworks.
Scope of Work:
Under the overall guidance of the Programme Specialist, GBV Response, and in close coordination with the GBV team in the Gender, Human Rights and Inclusion Branch and Country Office focal points, the consultant will work within the GBV team as part of the Gender, Human Rights and Inclusion Branchand Country Office Focal Points to:
● Develop a global pre-service curriculum for GBV case management aligned with international standards as well as social work and related accredited programmes.
● Develop a global in-service curriculum including supervision/mentoring systems with on-the-job training support.
● Create a continuing professional development plan with selected modules available for remote or in-person delivery.
● Ensure meaningful inclusion of marginalized groups through consultations with global platforms during design, review, and piloting stages.
Under the supervision of the GBV Response Specialist in close partnership with the GBV team of the Gender, Human Rights and Inclusion Branch and Country Office Focal Points,the consultant will be responsible for the development of the following deliverables:
1. Collect and Review Existing Materials
● Review country-level and global gaps analyses (linked to Outcome 1.3 of the project).
● Review and analyze existing pre- and in-service training materials, manuals, and curricula for GBV case management.
● Assess inclusion of evidence-based practices, international standards, and modules on:
○ Core GBV case management functions, including individual psychosocial support
delivery.
○ Competencies for working with marginalized populations.
○ Relevant technology skills for case management.
2. Stakeholder Consultation and Validation
● Organize and facilitate consultations with:
○ Global and regional platforms representing marginalized groups.
○ Case workers, managers, instructors, and practitioners.
● Incorporate feedback into curriculum design.
3. Curriculum Development and Piloting
● Develop, pilot, and assess:
○ Pre-service curriculum and pedagogy.
○ In-service curricula or training plan and pedagogy, including
○ supervision/mentoring systems and on-the-job support.
○ Continuing Professional Development plan and modules
● Integrate lessons learned from piloting into final versions.
Coordination and Reporting:
The successful candidate will report directly to the Programme Specialist, GBV Response/Project Manager in close coordination with the GBV team in the Gender, Human Rights and Inclusion Branch.
The consultant will have the possibility to organize regular virtual meetings with the UNFPA HQ and Country Office Programme Team and, if necessary, with other relevant stakeholders. All deliverables will be sent via electronic means, ideally using Google Drive.
Qualifications:
Education:
● Advanced university degree in Social Work, Social Sciences, Psychology, Public Policy, or related field. A first-level university degree in combination with five additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Knowledge and Experience:
● Minimum 7 years of experience in GBV programming, case management, and social work practice.
● Experience in GBV case management training.
● Proven track record of working with governments, academic institutions, and professional bodies on workforce development or accreditation.
● Experience in curriculum design for pre-service, in-service, and CPD preferred.
● Experience in GBV case management programme management and supervision is an asset.
Competencies:
● Demonstrated organizational skills: the ability to work independently and productively, with multiple stakeholders in a fast-paced environment.
● Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multicultural environment.
● Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise.
● Fluency in English is required; knowledge of Arabic, French, or Spanish is an asset.
● Identifying with or experience working with marginalized groups is an asset.
