What we are looking for

 

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Country Representative. The purpose of the role is to lead NRC’s operations in Haiti, with overall responsibility for strategic direction, humanitarian access in hard-to-reach areas, and team development. Building on the initial start-up, the role focuses on expanding NRC’s response and fostering a unified, high-performing team.

 

What you will do

 

  • National representation and coordination.

  • Development and execution of a country response plan

  • All in-country activities, personnel and the Country Management Group (CMG)

  • Safety and security of all staff

  • Country level advocacy 

  • Resource allocation and mobilization 

  • Lead the emergency response for the displaced conflict affected population

  • Develop an access strategy and secure access to Hard to Reach areas in collaboration with other actors

  • Align NRC programmatic approach to the Haiti context

What you will bring

  • Minimum 5 years’ experience from working as a Senior Manager or Country Director/Representative in humanitarian/recovery context
  • Experience from working in complex, highly insecure and volatile contexts
  • Documented/proven results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile 
  • Fluency in French and English, both written and verbal 
  • Valid driver’s license 
  • Asset to have knowledge of the context in Haiti
  • Experience of advocacy work
  • Experience from an emergency setting, including start-up of country operations.
  • Experience from access negotiations in conflict settings 
  • Experience in team management, conflict resolution and crisis management.
  • Interpersonal skills to deal in a multicultural environment.

 

What we offer

  • Duty station:  Port-au-Prince, Haiti

  • Contract: fixed national or international contract, 6 months (renewable subject to funding and performance)

  • Travel: 40% to areas of intervention

  • Salary/benefits: grade 12 on NRC’s salary scale, with accompanying terms and conditions

Haiti is experiencing one of the most severe humanitarian crises in its recent history, with approximately 1.4 million displaced people—a 48% increase since September 2024—and 2 million facing emergency levels of food insecurity (IPC 4). The escalating violence, limited humanitarian access, and systemic breakdown of essential services demanded urgent intervention. For this purpose, NRC decided to start up a new operation in Haiti and started programmatic interventions in early 2025 whilst setting up an office in Port-au-Prince. The ongoing start-up continues with a planned expansion to new areas of operations with education and protection and potentially other programmatic areas.
