What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The Deputy Finance & Administration Coordinator is responsible for ensuring the integrity of financial management, compliance, and reporting. The role oversees finance, premises, and welcome functions under the supervision of the Finance & Administration Coordinator, ensuring effective use of resources, adherence to institutional standards, and smooth administrative operations.
This role also includes strengthening internal processes, coaching teams, and supporting decision-making with reliable financial data and analysis.
Relationships
- Internal: Works closely with the Finance & Administration Coordinator, Field F&A Managers, and other departments.
- External: Liaises with financial authorities (e.g., tax authorities, banks), and external service providers (e.g., hotels, security companies).
Accountabilities & functional responsibilities
Financial Management & Compliance
- Act as a financial business partner to management and heads of departments, providing insight and advice to support operational and strategic decisions.
- Assist in the preparation of annual budgets, forecasts, and monthly financial/risk reports, ensuring alignment with delegation priorities.
- Monitor cost control, analyze budget deviations, and recommend corrective measures.
- Ensure compliance with institutional policies, statutory requirements, and internal control mechanisms.
- Serve as co-signatory and act as the main finance interface with authorities, banks, auditors, and other service providers.
- Safeguard ICRC financial assets and resources, implementing contingency measures to mitigate financial and contextual risks.
- Interpret and implement institutional financial guidelines within the local context to balance compliance with operational flexibility.
- Authorize/validate expenditures as per the threshold of the ICRC.
Facility Management & Administration/Welcome Services
- Oversee facility management, including office infrastructure, residential premises, and staff housing.
- Ensure proper security arrangements, safe accommodation, and quality welcome services for staff and visitors.
- Update and enforce local administrative policies and procedures in line with ICRC standards and MSR requirements.
- Guarantee service quality and client orientation in welcome and facility-related services.
- Implement sustainability and risk-mitigation measures (energy efficiency, waste reduction, security, and safety protocols).
- Safeguard proper management of physical assets, equipment, and premises.
People Management
- Supervise the Finance, Premises, and Welcome teams, ensuring effective performance and professional development.
- Provide coaching, feedback, and support to enable autonomy and efficiency.
- Conduct regular team meetings, performance reviews, and development planning.
- Ensure updated job descriptions, staff leave planning, and adherence to performance deadlines.
Advisory & Capacity Building
- Act as adviser, trainer, and coach on financial and administrative matters for other departments.
- Promote knowledge of ICRC standard FAD procedures across departments.
Qualifications & Experience
- Bachelor’s degree or master’s in finance, economics, business administration, or any related field.
- 7 – 10 years of relevant experience, including 3 - 5 years in a managerial role.
- Excellent communication, negotiation, and interpersonal skills.
- Fluency in Amharic and in English (oral and written) is Mandatory, and knowledge of additional international and local languages is an asset.
