Job Description

- Tier 1: UNDP/ UNCDF/ UNV staff holding permanent (PA) and fixed term (FTA) appointments (defined as “internal” candidates)

Background
UNDP is the UN development system’s knowledge frontier organization for sustainable development and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work – carried out at Headquarters, Regional, and Country Office levels – forms a contiguous spectrum that bridges deep local knowledge with cutting-edge global perspectives and advocacy. The Asia-Pacific Regional Programme supports countries in advancing the SDGs by addressing region-wide challenges such as climate change, inequality, governance, and crisis resilience. It promotes inclusive, green, and digital transitions through regional cooperation, integrated solutions, and policy innovation. The programme focuses on four priorities – effective governance, prosperity for all, a healthy planet, and crisis resilience – while leveraging digital transformation, sustainable finance, and gender equality as accelerators. It serves as a platform to pilot and scale solutions, foster partnerships, and unlock regional and cross-border development opportunities.
Within UNDP’s Bangkok Regional Hub, Governance, Rule of Law, Peace, and Human Mobility team works to protect, support, and empower mobile populations, while unlocking their transformative potential to drive sustainable development. Migrants make vital contributions to societies and development across Asia and the Pacific. Nonetheless, their potential is often undermined by persistent and systematic risks of exploitation, including human trafficking, which remain widespread and increasingly complex in the region.
Although progress has been made in tackling such exploitation, significant gaps persist in understanding the dynamics of labour mobility, enforcing protection standards, fostering effective cooperation between countries of origin, transit and destination, and ensuring that effective mechanisms are in place for the identification, referral, and (re)integration of victims of human trafficking. Closing these gaps is essential not only for safeguarding migrants’ rights but also for unlocking their potential fully contribute to inclusive and sustainable development.
To address these gaps UNDP – positioned as it is with long-established relationship with regional stakeholders in the Greater Mekong Subregion – works with partners to strengthen policy and responses through the Coordinated Mekong Ministerial Initiative against Trafficking (COMMIT) Process for victims of trafficking and vulnerable migrants. The COMMIT Process provides an annual forum for national taskforces and member governments to engage in a regional dialogue to advance regional objectives to comprehensively address trafficking in persons. Through this longstanding programmatic portfolio, UNDP plays a role as a COMMIT secretariat to provide regional technical and coordination support to COMMIT governments to facilitate enhanced regional cooperation.
Duties and Responsibilities
The Intergovernmental Coordination Analyst will work under the supervision of the Migration, Displacement and Early Recovery Specialist at UNDP BRH.
The Intergovernmental Coordination Analyst is expected to support the coordination and facilitation of intergovernmental and multi-stakeholder engagement to strengthen regional cooperation under the COMMIT Process and related initiatives. The Analyst will work with national and regional partners, governments, and relevant stakeholders to ensure effective cooperation dialogue, knowledge exchange, and relevant collaborations and joint actions are facilitated.
The specific scope of work for the role is described below:
Support regular coordination and engagement of the COMMIT Secretariat with COMMIT stakeholders at regional/national level to ensure active participation and learnings.
- Support UNDP’s role as the COMMIT Secretariat by performing day-to-day functions of the Secretariat, including maintain regular communication and coordination with national taskforces, member governments, and other key stakeholders/partners; facilitating regional cooperation and participation; providing technical assistance; and ensuring consistent follow-up to government and taskforce priorities to advance regional objectives on trafficking in persons and the protection of vulnerable migrants;
- Provide technical and coordination support to the China COMMIT Taskforce and relevant line ministries to support their engagement in the COMMIT Process, in close collaboration with the regional team members.
- Support the documentation, reporting, and dissemination of progress, achievements, good practices, and lessons learned from regional cooperation under the COMMIT process, including the implementation of the COMMIT Sub-regional Action Plan and other related regional priorities.
Support smooth transition to the new model of the COMMIT Secretariat support in collaboration with the COMMIT member states and relevant partners.
- Assist efforts to redefine the Secretariat’s convening and coordination role, ensuring alignment and smooth transition to the new secretariat model as agreed by member states;
- Monitor and document transition progress, capturing lessons learned, identifying challenges, and providing recommendations to improve sustainability of the COMMIT Secretariat.
Support the effective project planning and implementation of activities related to COMMIT and human trafficking
- Under supervision of the regional Migration, Displacement, and Recovery Solutions specialist, develop the annual activity work plan to guide the coordination and regional activity scheduling for COMMIT;
Facilitate knowledge sharing
- Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
The incumbent will also perform other duties within their functional profile as deemed as necessary for the efficient function of the office and organization.

Required Skills and Experience
Education:
- Advanced university degree (Master’s degree or equivalent) in Development, International Relations, Social Sciences, Law, Business Administration, Public Administration and related field is required. OR
- A first-level university degree (Bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Applicants with Master’s degree or equivalent in a relevant field of study are not required to have professional work experience.
- Applicants with Bachelor’s degree are required to have a minimum of two years of professional experience in managing development issues at the national or international level.
Desired skills
- Experience and knowledge on trafficking in persons, migration, international cooperation, especially within the Greater Mekong Subregion
- Working experience in development projects with UN system and/or NGOs
- At least one year of experience in working in international development project/programme, supporting bilateral/regional cooperation, stakeholder engagement.
- Working experience in supporting stakeholder coordination/engagement in regional/bilateral mechanisms to address trafficking in persons and other forms of exploitation
Required Languages
- Fluency in English is required.
- Working knowledge of Chinese is an advantage.
