Job Description
This assignment falls under the Labour Mobility Division at IOM Kenya, and is funded though IRIS programme supported by the Swiss Agency for Development (SDC). Under the overall guidance of the Chief of Mission and direct supervision of the Project Manager, and coordination with the IRIS Program manager in HQ, the consultant will work closely with the Alliance, selected TVETS, selected hotels, Ministry of Labour and Social Protection, National Employment Authority (NEA), State department of TVET, National Industrial Training Authority (NITA), Private Recruitment Agencies, Civil society organization (CSOs) and other relevant stakeholders involved.
The International Organization for Migration (IOM) is implementing a global project IRIS phase III funded by the Swiss Agency for Development (SDC). The project seeks to deepen engagement with key industry groups and multi- stakeholder initiatives, leverage well established relationships with brands, employers and recruiters, and strengthen migrant-centered models of supply chain due diligence.
IOM Kenya has been implementing IRIS since 2018, focusing on raising awareness and advocacy for ethical recruitment. IOM Kenya has since amplified the IRIS program in the country and has gained multi-stakeholders buy in from government, civil society organizations, migrant communities and the recruitment agencies. To date IOM Kenya has trained 220 recruitment agencies and has the first in Africa IRIS certified recruitment agency with growing number of ‘IRIS Ready” recruitment agencies.
Part of IRIS phase III program managed through Geneva includes a pilot project with hospitality industry implemented jointly with World Sustainable Hospitality Alliance (the Alliance). The pilot focuses on targeted vocation training of workers in Kenya for jobs in hotels in Kenya and abroad. The training curriculum is provided by the Alliance, training is provided by identified Tvet institutions in Kenya, job identification with hotels in Kenya and abroad is facilitated by the Alliance.
Responsibilities
The consultant will be responsible for:
- Follow up on the implementation of activities with WSHA
- Engage and follow up with the State Department of TVET and the selected TVETS and also students
- Liaise closely with the relevant ministries such as: Ministry of Labour, State department of TVET, National Employment Authourity, Civil society organizations, Private Recruitment Agencies; Ministry of Foreign and Diaspora Affairs, Directorate of Immigration Service; migrant workers, families, and diaspora networks;
- Engage with the key selected CSOs (Pwani youth Network (PYN), Maono space, JAC, Trace Kenya) for popularization of the program in target communities.
- Coordinate with PYN for lead coordination for the CSOs in the coastal region. The PYN key role will be direct engagement in the monitoring of the trainees from recruitment to employment and return
- Any other protection and labour mobility related assignment designated by the supervisor.
Specific tasks related to hospitality pilot implementation include support with and coordination of:
Mobilisation in communities to generate interest for participation
- Selection of trainees to enter programme
- Coordinate with hotels for site visit & guest lecture during core skills training for trainee orientation
- Follow up with hotels and trainees for trainee selection for practical training placement
- Confirm practical skills placement, monitor progress and provide support as needed
- Engagement with hotels for job placement, including logistics
Performance Indicators for Evaluation of Results
- Delivery of workplan within the first two weeks.
- Monthly update on engagement with the Alliance, TVET, hotels and other stakeholders
Qualifications
- Master’s degree in Migration Studies, International Relations, Labour Studies, Development Studies, Economics and Public Policy, or related fields.
- At least 5 years of relevant experience working on ethical recruitment.
- Demonstrated experience working with private sector ( recruiters, employers) and civil society organisations.
- Familiarity with Kenya’s labour migration context, and bilateral labour migration agreements.
- Demonstrated ability to manage and execute complex assessments with multi-stakeholder involvement.
