BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As our operations continue to expand and the volume of financial transactions increases, the Finance unit is currently facing staffing shortages. This situation has led to an urgent need to recruit for the Finance Associate position. The new role will be essential in managing the rising number of invoices, processing payments, handling FLAs, and supporting budget tracking and financial reporting activities. Filling this position will help ensure that financial operations remain efficient and compliant with organizational standards.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Finance Officer and the Head of Finance Unit, the job holder will:

  • Provide procedural and technical support to staff within the areas of finance, to ensure compliance with WFP financial policies, rules and regulations.
  • Support the payment process of large volume of invoices with accuracy and competence.
  • Monitor the daily cash position to optimize the use of surplus cash and maximize returns on investment through the liquidity portfolio.
  • Monitor the centralized registry system to process all payments to internal staff and invoices to external suppliers in a timely manner and in accordance with WFP standards.
  • Contribute to the preparation, implementation and monitoring of budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met.
  • Co-ordinate with other teams in order to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team.
  • Monitor account balances and process financial transactions in an accurate and timely manner, to avoid the occurrence of an overdraft.
  • Monitor and analyse general ledger accounts in order to initiate and achieve corrective actions.
  • Compile data from the WFP database and systems in order to assist in generating and analyzing financial reports on a monthly basis.
  • Preparedness practices in order to meet immediate emergency requirements for further service on the job and in the field.

QUALIFICATIONS & EXPERIENCE REQUIRED:

EDUCATION:

Completion of secondary school education. A post-secondary certificate in Finance, Accounting or Business Administration.

EXPERIENCE:

At least six years of experience in the field.

KNOWLEDGE & SKILLS:

  • Strong analytical skills and attention to detail.
  • Proficiency in accounting and budgeting.
  • Ability to interpret and analyse financial data and generate reports.
  • Good organisational and time management skills.
  • Ability to work independently and as part of a team.
  • Proficiency in using financial management systems and Excel for data analysis.
  • Experience in emergency preparedness and response is desirable.

LANGUAGES: Fluency (level C) in English and Arabic languages.

The Service Contract (SC) is a decentralized contracting instrument refer to specific guidelines provided and updated by HQ Policy team. It is a flexible contract modality use only by WFP Country Offices. The remuneration of SC holders is based on services satisfactorily provided in accordance with the Terms of Reference under the SC. Remuneration is made on a monthly basis and may include a sum for pension purposes, as described in Manual Section III.7.6.5.

The SC holders are covered under the safety and security measures implemented by the COs and RBs and must comply with the relevant security instructions under the Security Plan.

Sick Leave: 2 Days per month

Taxes: Remuneration under SC is not exempt from national or local taxation

Medical Clearance: Required
