Position Title: Evaluator - Ukraine
Location: Ukraine (with field travel as required)
Duration: 12 months (with potential for extension)

Background:
ImpaXion Consultancy and Development is an independent consultancy, evaluation, and research firm based in Iraq. We specialize in delivering high-quality, timely, and impactful third-party Monitoring, Evaluation, Accountability, and Learning (MEAL) services. Our work supports international and local NGOs, donors, and humanitarian actors engaged in emergency response, development, and resilience-building across Iraq, the Middle East, and Ukraine. Given the increasing demand for third-party evaluations and assessments in Ukraine, ImpaXion is seeking a qualified evaluator(s) to support upcoming evaluation assignments. The selected candidate will work closely with our internal team of consultants and external stakeholders to ensure credible, evidence-based results that support program improvement and accountability. Position Purpose:
The evaluator is responsible for designing, coordinating, and implementing evaluation activities across humanitarian and development projects. This includes leading assessments, managing data collection and analysis, and ensuring that findings are accurate, credible, and aligned with ImpaXion’s standards and client requirements. The evaluator will work closely with field teams, partners, and stakeholders to ensure that evaluation processes are ethical, inclusive, and contribute to learning, accountability, and informed decision-making.
Key Responsibilities:
The evaluator will be responsible for carrying out the following duties and requirements:
-Lead and/or support evaluations, assessments, and research studies (baseline, midline, endline, impact evaluations, needs assessments, etc.)
-Design evaluation methodologies, data collection tools, sampling strategies, and evaluation frameworks.
-Facilitate Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and other qualitative and quantitative data collection processes.
-Conduct rigorous data analysis using relevant software and tools.
-Draft high-quality evaluation reports, executive summaries, and presentations with evidence-based findings and actionable recommendations.
-Ensure all evaluation activities are compliant with ethical standards and data protection principles.
-Coordinate with field teams, partners, and stakeholders to gather insights and validate findings.
-Present findings to stakeholders, partners, and donors in a clear, concise manner.
-Contribute to the development of terms of reference (ToRs), proposals, and evaluation designs when required.
Required Qualifications and Skills:
-Education and Experience: A minimum of a bachelor’s degree in social sciences, international development, economics, public policy, or a related field. A master’s degree is highly preferred.
-At least 5 years of experience in evaluation, research, or MEAL roles within humanitarian or development contexts.
-Proven experience in conducting evaluations or assessments for international NGOs, UN agencies, or donor-funded projects, particularly in emergency or conflict-affected settings.
-Experience working in Ukraine or the broader Eastern Europe context is a strong asset.
Technical Skills:
-Strong expertise in both qualitative and quantitative data collection and analysis.
-Proficiency in using data analysis software such as: SPSS, STATA, Power BI, or Excel for quantitative analysis and NVivo for qualitative data analysis.
-Knowledge of logical frameworks, theories of change, OECD-DAC criteria, and evaluation standards.
Language Skills:
Fluency in English (written and spoken) is essential.
Proficiency in Ukrainian and/or Russian is highly desirable.
Knowledge of other regional languages is a plus.
Reporting and Writing Skills:
Excellent report writing and presentation skills, with demonstrated ability to synthesize complex information into clear, concise reports.
Ability to produce high-quality, well-structured documents under tight deadlines.
Experience writing donor-compliant evaluation reports (e.g., for USAID, ECHO, UN agencies, etc.)
Interpersonal and Organizational Skills:
Strong communication and facilitation skills for working with diverse teams and stakeholders.
Ability to work independently and as part of a remote team.
High attention to detail, problem-solving skills, and professional integrity.
Flexibility and adaptability in complex or changing environments.
