Job Description

1. Background and Context
The International Organization for Migration (IOM) in Bangladesh, through its Water, Sanitation and Hygiene (WASH) Unit, works to improve the living conditions and overall well-being of Rohingya refugees in Cox’s Bazar by ensuring effective coordination, accountability, and quality implementation of WASH interventions within the camps. These efforts are guided by principles of inclusiveness, community participation, and environmental sustainability.
Currently, IOM WASH manages seven camps in Ukhiya, focusing on coordinating and supervising the implementation of activities by partner organizations, facilitating communication and collaboration among stakeholders, and representing IOM as the WASH Focal Agency for the assigned camps. The unit ensures that all WASH services provided by partners adhere to sector standards and align with the overall humanitarian response framework.
To ensure quality and accountability, IOM WASH conducts regular monitoring and supervision of partner activities, coordinates closely with relevant authorities and sector actors at the camp level, and provides technical guidance to enhance service delivery. The consultant will support the IOM WASH team in strengthening coordination mechanisms, monitoring the quality of implementation, and ensuring that all services are delivered in a timely, effective, and equitable manner to the targeted refugee communities.
2. Objectives of the Consultancy
Under the overall supervision of the WASH Programme Manager and the direct supervision of the WASH National Program Officer (NPO), the consultant will be responsible for supporting the WASH Unit in ensuring effective coordination and high-quality monitoring of WASH activities in the camp. The consultant will also serve as the WASH camp focal point, facilitating coordination among WASH agencies and stakeholders to ensure the timely and efficient delivery of services.

The consultant’s responsibilities will be to:
1. Contribute towards achieving the WASH project objectives in coordination with the WASH NPO, site management, implementing partners and government counterpart.
2. Support implementing partners to develop effective work plan and execution of the plan in accordance with complying IOM policy and procedures.
3. Assist the WASH NPO in developing plans of action for the timely and successful implementation of WASH activities for the respective project areas in consultation with IP and according to IOM Standing Operating Procedures.
4. Promote community participation and ownership through engaging beneficiary communities, capacity development and monitoring activities are implemented to reflect coverage and prioritized needs.

5. Carry our regular field visits to the project area for monitoring whilst ensuring quality of work and provide regular feedback for improvement to IP and Vendors, as well submit progress update to WASH NPO stating recommendation in case of any amendment/change in the work plan.
6. Prepare progress report by using of Kobo monitoring tools.
7. Participate in WASH needs assessment in coordination with beneficiaries, implementing partners and other agencies/organizations working within the target location.
8. Participate in camp coordination meetings, WASH biweekly/monthly coordination meetings and other working groups or meetings as required, update the key discussion and decision to WASH management.
9. Maintain effective collaboration with local administration and all stakeholders to achieve programme objectives.
10. Ensure all technical records are prepared and maintained by our partners as per IOM and Government of Bangladesh guidelines.
11. Implement the WASH project monitoring & evaluation plan in coordination with M&E officer to measure progress on qualitative and quantitative indicators.
12. Perform any other duties as assigned by the supervisor, head of unit and head-of-sub office.

 

Expected Deliverables
❖Monthly Progress Reports: Timely and accurate monthly reports summarizing progress, key achievements, challenges, and recommendations.
❖Partner and Camp Performance Reports: Monthly evaluation reports of implementing partners and assigned camps, highlighting quality of implementation, compliance with IOM and sector standards, and coordination outcomes.
❖Gap Analysis and Recommendations: Periodic analysis identifying service gaps, operational challenges, and areas for improvement, along with actionable recommendations for the responsible camps and partners.
❖Work Plan and Activity Monitoring: Reviewed and updated work plans for implementing partners, ensuring alignment with IOM policies, project objectives, and timelines.
❖Meeting and Coordination Reports: Brief summaries or minutes from camp-level coordination meetings and inter-agency discussions, with key decisions and follow-up actions documented.

Qualifications

Qualifications and Experience

❖A University Degree in any WASH related discipline such as Water, Civil, Environmental or Mechanical Engineering; Environmental Science; Public Health, Microbiology, Community Development etc.
❖Minimum five (5) years of experience in WASH projects, preferably in refugee camps or emergency response settings.
❖Proven experience in WASH activity supervision, construction works, and borehole drilling operations.
❖Strong skills in coordination, negotiation, community mobilization, and facilitation with multiple stakeholders.
❖Demonstrated ability to work effectively under pressure and meet deadlines in a dynamic humanitarian context.
❖Proficiency in computer applications and digital data collection tools (e.g., Kobo Toolbox) is desirable.
❖Excellent teamwork and interpersonal skills, with the ability to work collaboratively in a multicultural and multidisciplinary environment.

❖Ability to work independently with minimal supervision while maintaining accountability and high-performance standards.
❖Willingness to undertake regular field visits for monitoring and technical support.
❖Prior experience with IOM or other international humanitarian or non-governmental organizations is an advantage.

Important Note - Appointment is open to Bangladesh nationals and is subject to certification that the candidate is medically fit for appointment as well as security clearance to work in the camps.
