Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment. Under its Strategic Note for the period 2023-2027, the UN Women Jordan Country office promotes women’s economic empowerment, gender responsive governance and women’s political participation in alignment with the government of Jordan Triple Modernization Agenda; works to advance the implementation of the Women, Peace and Security agenda including through the Jordan National Action Plan for Women, Peace and Security (JONAP); and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women in camps and host communities in support of the Jordan Response Plan (JRP). Working across the humanitarian-peace-development nexus, the country office is implementing and is prioritizing coherence and interlinkages across its projects and programmes and across UN Women’s triple mandate of operational, coordination and normative work.
Under the humanitarian portfolio, UN Women partners with the Minister of Social Development to run the Oasis Centers for women and girls across Jordan. Each center provides multi-sectoral services including livelihoods support, GBV prevention, leadership and civic engagement opportunities. The overall goal of UN Women’s interventions is to empower vulnerable women through increased access to economic opportunities and meaningful engagement in community life. The Oasis programme is currently implemented in 18 local community development centers, covering all governorates in Jordan. The delivery of the Oasis programme was redesigned to focus more on connecting women graduates with the labor market. To this effect, UN Women and MoSD will be piloting a new Oasis model to build a business case on sustainable interventions for poverty graduation within MOSD local development centers.
In this framework, UN Women is seeking to recruit Area Field Associate (the duty station will be in Irbid covering the northern governorates) who will support implementation of activities at the field level. The area field associate will be responsible for managing Oasis related activities in 3 to 4 centers in a designated area in the northern Jordan. The Area Field Associate will work under the supervision and guidance of the Field Officer. The Area Field Associate has daily contact with the Field Officer and with functional units at the Country Office. The post entail regular travel within the area of coverage.
Scope of Work:
1- Programme Implementation
- Coordinate and support the implementation of programme activities with target locations, NGOs, CBOs, and MoSD staff in the assigned governorate.
- Provide and support in capacity building and transition of MoSD center managers and staff through ongoing programmatic and operational guidance, ensuring active engagement in all related aspects.
- Provide the needed support in conducting needs assessments to identify local community needs, available services, and job opportunities, and utilize findings to tailor center activities.
- Coordinate with local partners in providing certified skills development, job placement, business development, and entrepreneurship training for women and girls.
- Ensure proper scheduling, logistical arrangements, and on-the-ground preparations for programme activities.
- Oversee the implementation of women’s economic empowerment activities.
- Contribute and participate in pilot phases and feedback mechanisms to institutionalize the Oasis model and promote national ownership.
- Attend relevant trainings and workshops as required.
- Submit timely and accurate reports.
2- Coordination
- Organize and facilitate meetings, events, and trainings with local counterparts and stakeholders.
- Oversee and facilitate partnerships and linkages with local authorities, NGOs, CBOs, and the private sector.
- Represent the programme in internal and external coordination meetings as required.
- Contribute to the development of communication materials including reports, web articles, brochures, and videos.
- Collect and report data for programme monitoring and evaluation using established tools and indicators.
- Contribute to knowledge management by documenting good practices, lessons learned, and success stories.
3-Protection Support
- Collaborate with the UN Women protection focal point to maintain a functional referral system in each center.
- Provide immediate referrals as needed, in accordance with UN Women internal guidance and the Jordan Interagency SOPs on protection referrals.
- Oversee the delivery of protection-related awareness sessions in the relevant centers.
- Develop ideas and build relevant linkages to ensure sufficient and relevant activities for women and girls at risk.
- Contribute and oversee the engagement of men and boys in awareness-raising on GBV, women’s leadership, and women’s participation in community life.
- Regularly participate and contribute to relevant interagency coordination spaces as requested.

Education and Certification:

Experience
- At least 7 years of experience in implementing field-level programmes focused on gender equality, women’s empowerment, and protection, ideally within humanitarian or development settings is required
- Strong coordination skills with government entities, NGOs, and CBOs, including organizing trainings, stakeholder meetings, and community engagement activities is required
- Demonstrated ability to manage protection referral systems, deliver GBV awareness sessions, and engage men and boys in promoting women’s leadership and participation is required.
Languages:
- Fluency in Arabic and English is required.
