Overview of position

Under the overall supervision of the Protection Officer P3 and the direct supervision of the Senior Protection Associate. The incumbent will ensure timely and coordinated field-based interventions, oversee the planning and procurement of emergency stocks, and lead internal coordination to deliver comprehensive, multi-sectoral protection support.

Role objectives

Lead and coordinate field deployments in response to protection emergencies across Libya, including in Tripoli, Sabha, Al-Assa, Ajdabiya, and border areas.

Coordinate multi-sectoral responses in collaboration with relevant IOM units and external stakeholders.

Oversee the preparation and implementation of the emergency procurement plan, ensuring timely stock replenishment every six months.

Supervise the management and tracking of emergency stockpiles (NFI and food items) in coordination with logistics.

Lead contingency planning and preparedness efforts, including risk assessments and scenario-based planning.

Represent the Protection Division in inter-agency coordination meetings related to emergency response.

Liaise with Protection team leaders and Community-Based Protection (CBP) staff to gather real-time field data and support emergency outreach.

Ensure proper documentation and reporting of emergency response activities and contribute to donor reporting as required.

Supervise and mentor the Rapid Response Protection Assistant and coordinate tasks and field deployments.

Adhere to IOM’s protection principles, confidentiality, as well as IOM gender, child safeguarding and PSEA policies and data protection protocols in all aspects of fieldwork

Perform any other duties as assigned that contribute to the team’s effective emergency response capacity.

Key competencies

EDUCATION

  • Completed university degree from an accredited academic institution in Political or Social Sciences, Development Studies, Social Work, Human Rights, International Relations or Law, or other relevant field. 

EXPERIENCE

  • Demonstrated management and leadership skills

  • Minimum of three-year professional experience in the field of Protection and assistance to vulnerable populations. 

  • Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines.

  • Demonstrated problem solving attitude and skills.

  • Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment.


SKILLS

  • Knowledge of Case Management Software.

  • Demonstrated experience in developing and implementing emergency response plans. 

  • Fluent in English and Arabic, both written and spoken, knowledge of French is considered an advantage.

  • Good knowledge of MS Office applications Excel, Word, Outlook, etc
