The position is located in the UNFPA Aden, Yemen Country Office. The position reports to the Deputy Representative under the overall supervision of the UNFPA Representative .

Job Purpose:
Under the overall supervision of UNFPA Representative, and direct supervision of the Deputy Representative the Women Protection Coordinator will be based in Aden . S/He will work in a highly complex operating environment with important programme partnership engagements and/or representations. S/He provides input on GBV AoR Coordination and GBV Information Management System (GBV IMS) to support the Deputy Representative in day-to-day management of the GBV AoR .S/He supports the formulation and delivery of interventions in GBV AoR Coordination and GBV IMS component of the Country Programme including GBV data collection in emergency and development contexts. S/He will work closely with the Ministry Ministry of Health , provincial authorities, NGOs and other key players in GBV coordination and in streamlining GBVIMS. Within the UNFPA Country Office, s/he will work closely with staff working on GBV programmes and in health and with those in the Humanitarian Emergency UniT . The Women Protection Coordinator is a member of the Programme Team of the UNFPA Country Office.
You would be responsible for:
GBV Coordination, policy advice and technical support
- Liaise with relevant partners, in organizing monthly GBV AoR Coordination meeting at national level/sub-national level and maintain related functions on preparing minutes, making presentations and developing the group reports;
- Work on mobilising new members and ensuring active participation of all members, especially government representatives and development partners in GBV AoR Coordination meetings;
- Liaise and coordinate with Regional GBV AoR in guiding them in focusing issues for their regular meetings, and in ensuring that summary of issues from regional GBV AoR feed into agenda of national level meeting and vice-versa;
- Work closely with Yemen Protection Cluster (YPC) and ensure integration of GBV issues in other cluster system of humanitarian programming;
- Ensure preparation and regular update of GBV partners’ profile of intervention and geographical presence (4W mapping) in the centralised database, and sharing this with Y PC;
- Support the transition and coordination of GBV in development context away from work of GBV AoR into mainstream work of the Ministry of Social Affairs using an existing or any new structure;
- Organize and conduct training for members of GBV AoR in GBV coordination and GBV prevention and response services in emergencies, and in providing them with needed guidelines and tools;
- Strengthen capacities of, and establish regional GBV coordination structures where possible or integrate GBV focal points into existing humanitarian working groups.
Programme support for GBV services during emergencies
- Guide partners in the development of the GBV component of the Humanitarian Response Plan (HRP); and GBV contingency plans and provide regular reports/updates on implementation of such plans;
- Work closely with Y PC and Child Protection in Emergency AoR in preparing funding proposals for supporting provision of GBV response services during humanitarian emergencies, and in providing regular updates/reporting on implementation of any such funded proposals;
- Promote inter-agency collaboration and coordination for multi-sectoral GBV prevention and response services including physical protection services during emergencies, and ensure that vital GBV prevention and response services are provided in every declared humanitarian emergency in Yemen ;
- Liaise with local authorities when planning and implementing GBV prevention and response activities in emergency setting, including in setting up Women Safe Spaces , empowerment and psychosocial counselling services;
- Maintain and enhance UNFPA profile within the Y PC, ICCG, Humanitarian Country Team and related clusters, and humanitarian aid community by networking, advocacy, coordination and information-sharing on GBV in emergencies and related concerns;
- Develop advocacy materials and strategies to reflect the GBV related needs and gaps in the humanitarian context of Yemen in close coordination with the Gender Specialist, REGA and global GBV AoR.
Knowledge management on GBV in emergency and development contexts
- Maintain national and province-level database on a) GBV actors, stakeholders and networks, b) GBV related projects, and c) on existing prevention, response and referral mechanisms for GBV survivors;
- Participate in and/or facilitate the conduct of Rapid Initial Assessment and/or provide information on Humanitarian Needs Overview related to GBV;
- Establish reporting and monitoring mechanisms for GBV AoR linking regional and national level GBV AoR ;
- Prepare quarterly newsletter on GBV AoR Coordination and document and share practice examples on GBV AoR and GBVie for sharing in Yemen and with GBV AoR partners.
- Facilitate and, where possible, participate in regular joint UNFPA/stakeholders, field monitoring missions in support of GBV Coordination and provision of GBV services in emergencies (GBVie);
- Develop and maintain database of GBV related international and national training materials, handbooks, publications, reports, assessments, research studies and support disseminating them members of GBV Work with GBV Data Collection Committee and other relevant bodies for finalization and endorsement of GBV IMS manual;
- Work with Health Management Information System to integrate GBVIMS in Health Management Information System (HMIS);
- Provide support to relevant ministries in developing/strengthening GBV IMS ;
- Coordinate with relevant Ministries in ensuring functional and seamless linkages between the sectoral GBV date collection tools, systems and databases and the National database which includes GBV indicators to avoid duplication.
Qualifications and Experience:
Education:
Advanced Degree in social sciences, public health, community health, international relations, human rights or related fields.
Knowledge and Experience:
- 5 years of relevant experience preferably in GBV and emergency and humanitarian programming and coordination, including field experience;
- Skills in building strategic alliances and partnerships; strong communication and networking skills; excellent organizational skills;
- Proven management, coordination and of programme development skills;
- Strong capacity building experience in the area of GBV coordination; Experience in developing and/or contributing to the development of training materials, and experience in facilitation and conducting training;
- Experience with research and data collection and analysis; and database management.
- Ability to self-manage; good level of emotional intelligence, empathy and conflict management as well as negotiating skills.
- Appropriate and transparent decision making abilities;
- Analytical and strategic thinking, results orientation, commitment to excellence;
- Excellent oral and written English skills. Knowledge of Dari or Pashtu is an asset;
- Knowledge and understanding of UN humanitarian relief operations and procedures;
- Prior UNFPA experience, particularly in the humanitarian area, is an asset.
