Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking Labour Migration/Labour Mobility and Social Inclusion (CT-LM/LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance and Resettlement and Voluntary Returns.
IOM’s Labour Mobility and Social Inclusion (LMI) programme looks at building the capacity in labour migration management by offering policy and technical advise to national governments, civil society organizations, and the private sector; supporting the development of policies, legislation, and administrative structures that promote efficient, effective and transparent labour migration flows; assisting governments to promote and facilitate safe, fair and ethical labour migration practices to their nationals, employers, and private sector recruitment/placement agencies of migrant workers, including through pre-employment, pre-departure training and embarkation preparedness, human rights due diligence, and enhancing migrant workers’ access to grievance reporting mechanism and remediation; generating evidences to support well managed labour migration policies.
Under the direct supervision of the National Project Officer, the Senior Project Associate will support the conceptualization, coordination, and implementation of IOM’s Migration, Business, and Human Rights (MBHR) Programme in Indonesia as in line with the three pillars of the UN Guiding Principles of Business and Human Rights (UNGPs) of “Protect, Respect, and Remedy”. Building on IOM’s past Corporate Responsibility to Eliminate Slavery and Trafficking (CREST) programme, the MBHR programme will aim to promote full respect for the human and labour rights of migrant workers, especially women and migrants in situations of vulnerability within supply chains in Asia. Hence, it will focus on key regional labour migration corridors in Asia, encompassing both countries of destination and origin, including Cambodia, Indonesia, Malaysia, Nepal, the Philippines, Thailand, and Viet Nam.
Responsibilities
Responsibilities and Accountabilities
- Assist in the planning, coordination, implementation and monitoring of project activities.
- Compile, summarize, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.
- Monitor budget implementation and propose adjustments as necessary.
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
- Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
- Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.
- Respond to complex information requests and inquiries; set up and maintain files/records.
- Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors, private sector, and other stakeholders relevant to the project.
- Monitor work of implementing partners and report any non-compliance to the supervisor.
- Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
- Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.
- Perform other related duties as assigned.
Qualifications
Required Qualifications and Experience
EDUCATION
- University degree from an accredited university in Political or Social Sciences, Business Administration, International [AS1] Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with four years of relevant work experience, or
- School diploma with six years of relevant work experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- Indonesian National with good knowledge and understanding of the migration policies and
- issues, and migration related programming in Indonesia;
- Professional experience in project implementation, donor liaison, operations, administration,
- capacity building, monitoring and evaluation is an advantage;
- Experience in working on labour migration context, including migrant workers protection and empowerment programming, as well as beneficiary context;
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrant workers, victims of trafficking and other vulnerable groups;
- Experience in building partnership and collaboration with private sector entities;
- Experience in facilitation of capacity building training, workshops, and focus-group discussions with various groups of, and
- Has prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
SKILLS
- Strong liaison and networking skills with government agencies, donor, private sector, and INGOs/NGOs.

- Ability to prepare and present clear and concise technical reports in English and Bahasa Indonesi in timely manner;
- Proficiency in Microsoft Office tools like (word-processing, spreadsheet, database, e-mail).
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and Bahasa Indonesia is required (oral and written).
