Job Description
IOM Nigeria in the northeast region, particularly in Borno, Adamawa, Benue. and Yobe States works with the various Ministries, Departments, and Agencies (MDAs) at the State, Local Governorate Areas (LGAs), Wards, and Community levels to provide displaced communities with access to protection, assistance, and sustainable solutions support through an integrated and multi-sectoral approach.
As part of the UN Secretary General’s Action Agenda, Nigeria has been identified as one of the 16 pilot countries to support sustainable solutions for its over 2.3 million IDPs and 2.1 million IDP returnees in BAY states. IOM contributes to this Action Agenda globally, as well as at the country and State level for the Solutions Action Plans with a wide range of support through Policy, Strategy, Coordination, Programmes, and Operations directly linked to sustainable solutions.
IOM, in collaboration with UNHCR and UN-Habitat and with the financial support of the European Union, will be implementing “EU support for Internally Displaced Persons in Yobe, Adamawa, Benue, and Kano States, Nigeria (SIDPIN)” project. The purpose of this initiative is to strengthen durable solutions through local integration in urban and urbanizing areas by adopting a multi-scale, integrated, and area-based territorial approach for displaced communities in Adamawa, Benue, Yobe, and Kano States, with a specific focus on women and children, and fostering conditions for sustainability, replication, and scaling-up.
IOM is the contracting agency for the SIDPIN project with a responsibility of regulatory reporting on both programmatic and financial aspects of the initiative, both to the EUD and the government.
Under the direct supervision of the Head of Office and closely coordinating with other Transition and Recovery staff. The incumbent will support the implementation of the SIDPIN project in Yobe, Adamawa, Benue, and Kano, coordinating the monitoring, evaluation, and reporting in the various states.
Responsibilities
- Assist in the planning, coordination, implementation and monitoring of project activities.
- Compile, summarize, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.
- Monitor budget implementation and propose adjustments as necessary.
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
- Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
- Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.
- Respond to complex information requests and inquiries; set up and maintain files/records.
- Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
- Monitor work of implementing partners and report any non-compliance to the supervisor.
- Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
- Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.
- Perform other related duties as assigned.
Qualifications
- University degree in Development, Social or Political Sciences, Management, or a related field from an accredited academic institution with 4 years of relevant experience or High School Diploma in the above fields with 6 years of relevant working experience.
- Experience in development oriented programmes monitoring, evaluation and reporting including demonstrable experience dealing with internal displacement and durable solutions.
- Experience with working in the area of project development and/or implementation, and preferably with different project donors.
- Experience working in a complex crisis environment or a post-conflict environment.
- Familiarity with area-based approaches and multi-sectoral interventions (shelter, WASH, health, education, livelihoods, governance, etc.).
- Experience in liaising with government counterparts, UN agencies, NGOs, and community structures.
- Field experience in Nigeria, especially in Benue or the North-Central region, is an advantage.
- Experience with EU funded project implementation and reporting is desirable
- Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint, Publisher, and SharePoint.
- Previous work experience in international organizations and companies would be an advantage.
- Strong sense of details and accuracy in all matters.
- Reliable, able to work under pressure, good organizational skills and drive for results.
- Knowledge about durable solutions and inter-agency collaborations
Knowledge of UN system and ideally of IOM rules, regulations and systems (e.g PRIMA) would be an advantage
